Construction Health & Safety Specialist (field Based)

Job Description


ERM is hiring a Construction Health & Safety Specialist to support a pharmaceutical client facility in Montreal, Canada. In this critical role, you will be responsible for ensuring health and safety compliance with applicable regulations and existing ERM and client standards and contributing to an environment where employee, client, and contractor health and safety is preserved. You will have the responsibility, authority, and knowledge necessary to develop and implement site-specific Health & Safety Plans, monitor safety compliance, and audit safety performance at this complex project site. You should have experience that includes facility construction experience and capital project support for new facility construction. You will be present during site activities being conducted by contractors. This is a part-time hours (24 hours), fixed-term role with a duration of 6 months with the possibility of renewal.

RESPONSIBILITIES:

  • Routinely monitor the contractor\xe2\x80\x99s EHS performance to verify that the Contractor is in compliance with their stated practices and procedures, regulatory requirements and any additional owner expectations/deliverables that may have been identified in the contract of work EHS Schedule.
  • Interface with and support the construction management team at the site by delivering current data on contractor EHS performance, including trending, incident management, EHS metrics, and other key information that enable construction management to make informed and timely decisions.
  • Facilitate communications, including safety meetings and notices, to ensure relevant EHS information is communicated across the site by contractors and that management is included in those communications.
  • Conduct a weekly site safety walk with the contractor management representative.
  • Participate in a daily site safety walk with the contractor safety rep.
  • Act as a coach and advisor to the contractor safety committee.
  • Evaluate the completeness and effectiveness of the contractor\xe2\x80\x99s hazard assessments (JHAs, Risk Assessments etc.).
  • When non-compliance and/or non-conformance is observed, immediately bring the issue to the attention of that individual and key stakeholders as appropriate.
  • Verify key performance indices (KPIs), leading/lagging indicators, and EHS data submitted by the contractor are accurate, timely and complete.
  • Conduct the monthly contractor EHS audit.
  • Participate in progress and schedule meetings.
  • Attend client trainings, as requested.
  • Evaluate/audit Site Specific Safety Plan to conformance to client and regulatory requirements.
  • Understand and verify operational EHS requirements are adhered to.
  • Support client initiatives as requested.
  • Ensure appropriate level of PPE is available and being used as required, as well as proper maintenance and sanitation of PPE.
  • Verify communication systems are in place.
  • Participate in daily safety briefings with the project field team.
  • Oversee that safety equipment is maintained; establish and execute decontamination procedures.
  • Exercise the authority to stop work upon determination of an imminent safety hazard or potentially dangerous situation (e.g., weather conditions, or other changed conditions where this action is necessary).
  • Exercise the authority to proceed with work after a stop-work order after receiving verification from ERM Partner-in-Charge and/or ERM or Client H&S teams.
  • Conduct behavior-based safety observations.
  • Participate in Investigations and recommend correct actions for Incidents & Near Misses.
  • Maintain records such as inspections, monitoring, incident, and near miss investigations, etc.
  • Complete and maintain required training.
REQUIREMENTS:
  • Bilingual English/French is a must.
  • BS in safety, engineering, or related discipline preferred.
  • 7+ years of experience in health and safety construction experience.
  • CRSP, NCSO, or CSO strongly preferred.
  • Experience with High Hazard Work Activity, Confined Space, LOTO, and Fall Protection
  • Familiarity with federal/provincial health and safety regulations.
  • Strong MS Office computer skills.
  • Excellent written and verbal communication skills.
