SUMMARY
The Construction Health & Safety Coordinator supports the development, implementation, monitoring and improving of the Health, Safety and Environment program, processes and activities to assist the Construction Services Group in maintaining compliance, mitigating and managing health, safety, environmental and security-related risks and improving our 'Safety Always' Culture.
The Construction Services Group is a Construction Management business within our Project Delivery Services business that acts as the Constructor or Maitre d'oeuvre within all Provinces in Canada, with the majority of the work being done in Ontario and Quebec.
KEY DUTIES & RESPONSIBILITIES

  • Bilingual in French and English, with the ability to travel across Canada as needed (approx.10% of the time) with the majority of Work being in the GTA and Montreal area.
  • Perform a gap analysis on existing Health and Safety Policies and Procedures and modify them according to the needs of the Construction Management business.
  • Review, improve and modify department policies and procedures when necessary. Monitor results and adjust as needed.
  • Conduct Project inspections to ensure compliance as Constructor/Construction Manager.
  • Conduct HSE Incident Investigations alongside the Project Team.
  • Create Project Specific Orientation Programs and maintain safety orientation records on Projects.
  • Support the Project team to complete HSE start up requirements including proper Notices, Project Specific Health and Safety plans, compliance documents and monitored throughout the course of the project.
  • Develop Project specific HSE risk assessments, mitigation measures and plans.
  • Project specific HSE auditing and site inspections.
  • Evaluation of sub-contractors HSE programs for compliance.
  • Works to ensure compliance with all applicable legislation and fulfillment of contractual environmental, health and safety requirements.
  • Acts as the first point-of-contact for health safety inquiries and incidents for the Construction Services business, including with Project Staff, Clients, Authorities Having Jurisdiction and internally within BGIS.
  • Assists in the investigation and resolution of incidents including root-cause analysis and providing probable causes of incidents and recommendations for resolution.
  • Coordinates the implementation of corrective and preventative measures.
  • Assists in the identification and analysis of trends. Communicates observations and provides suggestions for incident reduction measures.
  • Coach and Mentor Project teams on health and safety policies and procedures.
  • Take a team approach to implementing a Safety Always culture.
  • HSE Coordinator is responsible for working with line management to address health and safety issues and document these in non-conformance issues. If significant issues remain uncorrected, HSE Coordinators must escalate these within the Construction Services Department for further discussion and resolution.
  • Support the Construction Services team in obtaining and maintaining health and safety certifications as needed.
Audit Compliance, Data Maintenance & Reporting
  • Maintains all environmental, health, safety and security-related data including but not limited to incident data, criminal record checks, compliance data within applicable databases and all other types of information storage systems.
  • Assists in the audit of compliance records and all other environmental, health, safety and security data.
  • Prepares and distributes various environmental, health, safety and security-related reports including but not limited to incident reports.
KNOWLEDGE & SKILLS
  • College degree or equivalent experience
  • Certification in one or more of the following - Certificate in Occupational Health & Safety, Certificate in Environmental Management through a Community College; or University degree in Industrial Hygiene, Environmental Engineering, Environmental Sciences
  • Over 3 years of health and safety, and environmental work experience in General Construction/Construction Managment
Understanding of environmental, health and safety regulatory requirements
  • Understand or demonstrate the ability to learn and become an expert in the Quebec Health and Safety Laws and Regulations
  • Understand or demonstrate the ability to learn and become an expert in the Ontario Health and Safety Laws and Regulations
  • Understand or demonstrate the ability to learn in other provincial HSE Laws and Regulations
Licenses and/or Professional Accreditation
One of these below as an asset:
  • Canadian Registered Safety Professional (CRSP) from board
  • Project Management Professional (PMP)
  • National Construction Safety Officer (NCSO)
  • COR Auditor
  • Certified Safety Professional (CSP)
  • CNESST Training for Health and Safety Rep

  • Ability to pass security clearance requirements depending on the clients
