The opportunity
The Compliance and Technical Advisor, Fire (CTA-F) plays a critical role in supporting the integrity of Alberta's safety codes system.
Reporting to the Manager, Compliance, this role provides expert, risk-informed compliance oversight and technical advisory services within the fire discipline. You'll assess how accredited organizations deliver safety codes services, review compliance with legislation and Quality Management Systems (QMS), and apply professional judgment to identify risks, trends, and opportunities for system improvement.
This is a guidance-based, non-enforcement role, well-suited to experienced Fire Safety Codes Officers who are ready to apply their expertise at a system level.
Key Responsibilities
Compliance monitoring and audits

• Conduct compliance audits and other monitoring activities using established and emerging risk-informed approaches.
• Review permits, plans, inspection documentation, orders, variances, service delivery data, and organizational policies and procedures to assess compliance with:

• the Safety Codes Act and regulations,
• accreditation requirements and orders,
• approved Quality Management Systems, and
• Council policies.
• Prepare clear, evidence-based audit and compliance reports.
• Collaborate with Compliance team members to support recommendations to the Administrator of Accreditation.
• Analyze system-level data and trends to inform compliance management and continuous improvement.

Technical advisory and subject matter expertise (Fire)-matter expertise (Fire)

• Provide expert technical advice in the fire discipline, including:

• complaint review and investigations;
• interpretation and application of fire codes, standards, and accreditation requirements;
• support to training, course, examination, and practicum development;
• delivery and evaluation of student practicums; and
• delivery of technical training on an exceptional or as needed basis.
• Contribute technical insight to cross-functional projects, working groups, and Council initiatives.

Stakeholder guidance and system support

• Provide guidance and technical clarification to safety codes system stakeholders within the scope of Council authority and accreditation requirements.
• Support accredited organizations in understanding compliance expectations and QMS obligations.
• Provide general support to the Alberta Safety Codes Authority (ASCA) as required by operational needs.

Requirements

• Strong professional communication and technical reporting skills.
• Sound analytical thinking and professional judgment in complex regulatory environments.
• Advanced technical and regulatory expertise in the fire discipline.
• Ability to interpret and apply the Safety Codes Act, regulations, and fire codes consistently.
• Collaborative approach to working with accredited organizations, safety codes officers, and internal partners.
• Risk-informed, systems-level thinking.
• High standards of integrity, objectivity, and discretion.
• Comfort managing multiple priorities in a dynamic environment.
• Proficiency with Microsoft 365 and digital compliance systems.

Education, certification, and experience

• Certification as a Fire Safety Codes Officer, including Group B2 and Group C2.
• NFPA 1041 Level II certification.
• Demonstrated proficiency as a Fire Group B2 and C2 Safety Codes Officer, typically developed through approximately five (5) or more years of progressive experience in permitting, inspections, compliance, and technical advisory work.

Experience assets

• Fire Safety Codes Officer Group E certification.
• Experience with storage tank permitting and inspection.
• Experience as a fire officer.
• Experience developing or delivering adult education or technical training.
• Leadership, mentoring, or coaching experience.
• Stakeholder engagement and advisory experience.
• Experience working with development authorities.
