The position at a glance

The Operational Permanent Control Specialist will be involved in various exciting initiatives that concentrate mostly in operational risk management including active follow-up, tracking and reporting as well as ensuring operational risk awareness and visibility for top management. The candidate will be involved in enhancing our reporting, streamlining the overall governance process, and liaising with department managers for Compliance reporting updates.

The individual in this role should have a high degree of governance acumen, a deep understanding of operational risk and risk analysis skills. In order to be successful in this role, the individual will need to demonstrate aptitudes in interactions with senior and junior stakeholders and have high attention to detail. The candidate must be comfortable adapting in a fast-paced environment and have experience distilling complex information into clear next steps.

This position\xe2\x80\x99s scope covers Compliance activities in the U.S. and coordination with other Compliance Risk Assessment Officers including in Canada and Latin America whose activities are CIB oriented; for IHC alignment, coordination will be required with Compliance Officers from other US IHC Operating Entities (i.e., CIB, US AM).

In detail

  • Perform risk self-assessment (analysis of processes, risk and controls mapping, qualification of potential incidents), perform set up of corrective actions and formalize the control plan. This is inclusive of compliance risks (domains and regulatory / rules) and operational risks.
  • Develop close partnerships with Compliance team management, domains, Group Compliance, and Permanent Control managers and staff across CIB Functions
  • Acquire a good understanding of Compliance Function processes in order to assess inherent risk and present results for discussion and decision
  • In collaboration with the Compliance teams, participate to the definition and/or improvement of KRIs to monitor the operational risk profile
  • Monitor and analyze historical incidents and related control plans (Action plan and follow up of the implementation)
  • Participate in the definition and implementation of permanent control plans, as needed
  • Perform and maintain the Compliance Function control inventory including compliance controls and operational controls for Compliance Function
  • Provide analysis and reports based on the results of controls performed by the various control and process owners operating and supporting the business & coverage lines and countries
  • Assess and quantify potential incidents, document, and obtain validation of potential incidents
  • Execute ad-hoc one-off controls in identified or potential critical risk area through specifically control assignments
  • Follow up of the procedures updating process monitored by the relevant managers
  • Participate in the definition and implementation of an appropriate governance an process to implement an effective follow up of recommendations assigned to auditees, and advise and support auditees in order to accelerate the closure of these recommendations
  • Conduct sessions on risk and controls with purposes related to awareness, risk and knowledge sharing
  • Build and maintain guidelines, policies, best practices and related material
  • Act as a single point of contact and advisory to the business during the preparation phase (risks identification, adequate participation of functions)
  • Work with Compliance Risk Assessment team on the RISK ID program and aligning risks reporting
  • Work on Group reporting initiatives and requests
  • Facilitates control governance by evaluating, maintaining and enhancing the OPC reporting process
  • Participate in OPC related forums and working committees
  • Ensure management visibility of significant incidents via Sub-Internal Control Committee presentations
  • Assist with related Compliance permanent control activities as needed.
Qualifications

Minimum Required Qualifications
  • BA or BS Degree a must.
  • 3-5 years\xe2\x80\x99 experience working for a financial services firm and/or self-regulatory organization with a focus on the compliance risk assessment
  • Experience in risk identification, assessment and analysis, and proficiency in writing concise and substantive commentary to summarize results.
  • Ability to identify control gap issues; contribute to development of corrective action plans; and maintain issue tracking, follow-up and escalation as needed.
  • Strong computer skills including MS Excel (including macros), Word, and PowerPoint.
  • Excellent execution skills with the ability to work successfully under demanding deadlines and in a change management environment.
  • Team player with ability to work collaboratively across Compliance not only on risk assessment work but with other complementary areas such as Regulatory Identification and Change Management; Compliance Coverage/Advisory; Policies, Procedures and Standards; Training; Independent Testing; and Reporting and Analytics.
  • Excellent interpersonal and communication skills with the ability to interact effectively with front and back-office stakeholders and senior management.
  • Strong writing skills.
  • Strong attention to detail.
  • Problem solving and root cause identification skills.
  • Knowledge of the English language is required.
Preferred Qualifications :
  • Working knowledge of U.S. banking regulations, securities, and commodities, including the rules and regulations of the FRB, SEC, CFTC and all exchanges and associations under such federal agencies, including FINRA, NYSE, CBOE, ISE, CME, NYMEX and ICE US; knowledge of retail banking regulations a plus.
  • Ability to apply knowledge of rules and regulations to numerous types of trading activities and operational arrangements in addition to interpreting the effect of new regulations on these activities.
  • Experience working with manual Compliance Risk Assessment processes as well as integrated automated Governance, Risk and Compliance (GRC) platforms.
  • Prior experience creating databases and questionnaires with a focus on risk assessments or similar assessment processes (e.g., Operational Risk).
  • Business case development skills.
  • Acute business acumen and understanding of organizational issues and challenges.
  • Securities licenses a plus (e.g., Series 3, 4, 7, 9/10, 24)
