As stewards of the province\xe2\x80\x99s financial affairs, we deliver a wide range of corporate fiscal and management services \xe2\x80\x93 including the preparation of the provincial budget, forecast updates, and financial advice to departments, crown corporations and other public service entities.About Our OpportunityThe Compliance Officer reports to the Manager of Financial Institutions and collaborates with division team members on regulatory filings and issues in sectors like insurance, trusts, loans, and credit unions. This streamlined role is essential for upholding regulatory standards, ensuring public trust, and maintaining financial stability through careful oversight, resolving complaints effectively, and monitoring compliance strictly.Primary AccountabilitiesThe role involves key responsibilities across various sectors as outlined by the Insurance Act, Credit Union Act, and Trust and Loan Companies Act:

  • Insurance Inquiries: Develop and maintain a process to investigate public inquiries related to insurance, ensuring they are resolved satisfactorily and documented for review.
  • Trust and Loan Filings: Conduct reviews of trust and loan company filings to verify compliance with financial regulations.
  • Credit Union Filings: Oversee the timely collection and review credit union filings to ensure regulatory compliance, providing support as needed.
  • Insurance Filings: Review Insurance filings to ensure they meet regulatory standards, including overseeing trust accounts and collection of premium taxes. Work with insurance agencies/companies to correct any discrepancies.
  • Licensing Collaboration: When required, the candidate will support the licensing staff in processing both new and renewal insurance licenses in the AMANDA database, ensuring that all regulatory and compliance requirements are met.
  • Insurance Exam Queries: Participate in the development and delivery of an examination program to test individuals who seek to be licensed to sell insurance in Nova Scotia. Monitor the examination program, including any education materials issued by insurance educators to ensure the program upholds and protects the integrity of the licensing regime in Nova Scotia. Serve as the main contact for questions related to insurance exams, offering guidance and ensuring timely responses and coordinate and oversee the scheduling and administration of exam sessions.
  • Communication and Coordination: Coordinate with division stakeholders to share findings and ensure clear communication with regulatory bodies. Liaise with other regulatory bodies across Canada and other divisions of Government to formulate policy positions and recommend changes to legislation in areas of responsibility.
Qualifications and ExperienceThe ideal candidate should possess at minimum a Bachelor\xe2\x80\x99s Degree in Commerce, Business, Science, or Arts, accompanied by a minimum of 5 years of experience in insurance administration, or an equivalent blend of education and experience. You must demonstrate a robust understanding of both the Canadian Insurance Industry and the Nova Scotia Insurance Act and Regulations.Key attributes for success include attention to detail, analytical thinking, and sound judgment. Additionally, the candidate should exhibit advanced communication skills, enabling them to effectively convey complex information and navigate challenging conversations.Proficiency in both written and verbal communication is essential for drafting documents and addressing inquiries. Working knowledge of Microsoft Word, Excel, and Outlook is a prerequisite.Having a Chartered Insurance Professional (CIP) designation, Canadian Accredited Insurance Broker (CAIB), or having completed the LLQP course would be considered an asset.
