Halifax Regional Municipality is inviting applications for the permanent, full-time position of Compliance Officer II in Community Safety. Reporting to the Supervisor of Regional Compliance and as a member of the Compliance Team, the Compliance Officer II (COII) is responsible for enforcing Municipal Legislation existing in a range of By-laws including but not limited to:

  • Taxi and Limousine By-law
  • Vending By-law
  • Temporary Signs By-law
  • Halifax Regional Municipality Charter Part XV
  • Derelict Buildings By-law
  • Noise By-law
  • Pesticides By-law
  • Streets By-law
  • Solid Waste Collection and Disposal By-law
  • Land Use By-laws
  • Animal By-law
  • Nuisance By-law
  • Motor Vehicle Act
  • Sidewalk Cafe By-law
DUTIES AND RESPONSIBILITIES:
  • Educates and provides information to the public regarding municipal legislation;
  • Interprets and enforces legislation;
  • Conducts investigations regarding alleged by-law violations and Halifax Regional Municipality Charter violations;
  • Ensures public compliance with municipal by-laws through negotiation, education, issuance of tickets, laying of charges and preparing and serving Orders;
  • Enters private property to conduct land use investigations and determine if zoning violations exists (ie. Illegal units, illegal businesses);
  • Manages and supervises contract services in the remedy of violations;
  • Identifies species and breeds of a variety of wild and domestic animals;
  • Captures and impounds stray or dangerous animals using animal control equipment such as catch poles and humane traps;
  • Observes and identifies signs of illness or injury in animals, reports symptoms and transport injured animals;
  • Responds and provides support to Halifax Regional Police to seize and impound animals;
  • Conduct inspections on taxis, limousines and vending vehicles;
  • Conduct site inspections to confirm sidewalk caf\xc3\xa9 is built as per submitted plan(s);
  • Reports, Correspondence, Appeals and Legal matters;
  • Issues \xe2\x80\x9cOrders\xe2\x80\x9d or \xe2\x80\x9cNotices\xe2\x80\x9d and reports as required by HRM By-laws and Halifax Charter;
  • Presents oral and written reports to Appeals Standing Committee of Council;
  • Lays charges before the courts (long form information) or issuance of Summary Offence Tickets (SOT) to individuals who violated HRM by-laws or HRM Charter;
  • Represents HRM as a witness in prosecution proceedings;
  • Liaises with HRM Legal, other business units and individuals related to the enforcement of municipal by-laws;
  • Prepares and serves warrants;
  • Attends Night Court, as required.
QUALIFICATIONS
Education & Experience:
  • An undergraduate degree in public administration, criminology or political science or a post-secondary education in a related field such as Law and Justice studies may also be considered;
  • Three (3) years\' experience working in enforcement of municipal and/or provincial by-laws or regulations;
  • Minimum three (3) years\' experience delivering face to face customer service that involves de-escalation of customer complaints;
  • Minimum of one (1) year experience with database software;
  • An equivalent combination of education and experience may also be considered.
Technical / Job Specific Knowledge and Abilities:
  • Ability to effectively deal promptly with conflict and stressful situations with tact and diplomacy using good judgment;
  • Ability to work independently with minimal supervision and make sound decisions which impact public safety;
  • Above average abilities in communications (both orally and written) and interpersonal skills;
  • Ability to make decisions relative to urgency and importance and public scrutiny;
  • Ability to prioritize and coordinate a multitude of tasks and responsibilities;
  • Good observation, problem solving and decision making skills;
  • Ability to maintain confidentiality;
  • Demonstrated organizational and administrative abilities;
  • Knowledge of standard office software and technology including Microsoft Office Suite, and Hansen or similar systems;
  • Knowledge of proper witness interview techniques, gather and present evidence;
  • Knowledge of municipal by-laws and Halifax Regional Charter considered an asset;
  • Working knowledge and experience of methods and techniques of humane capture and impound of domestic and wild animals of an unpredictable nature;
  • Ability to remain calm during stressful and highly charged emotional situations involving animals, animal owners, victims, and witnesses;
  • Ability to assess sick or injured animals and provide basic first aid considered an asset.
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer\'s discretion. WORK STATUS: Permanent, full-time

HOURS OF WORK: 10 hour/day rotational shifts, Monday to Sunday, 8:00 a.m. to 6:00 p.m., 35 hours per week. Based on operational requirements, the work schedule may be subject to change.

SALARY: Level 8, $37.36 per hour as per the NSGEU Local 222 Collective Agreement

WORK LOCATION: 7 Mellor Avenue, Dartmouth, NS
