The Position

Reporting to the Senior Manager, Grants Finance, the Manager, Grants Finance & Compliance will support a cross-functional project team responsible for quality implementation of complex multi-million-dollar grant-funded international development projects.

This is a key role within the team that provides financial management, oversight and analysis for assigned project portfolios while ensuring compliance to donor requirements enabling achievement of various KPI/targets. The Manager, Grants Finance & Compliance also contributes to proposal development for Plan International Canada\'s grants portfolio by linking programmatic planning with cost-effective and accurate budgeting following the program\'s log frame for interventions, activities and program management. Additionally, The Manager, Compliance ensured sound processes and Plan Canada project management systems accuracy and timelines updates.

What success looks like?

  • Prepare, reconcile and analyse monthly consolidated reporting with financial inputs from multiple sources and systems.
  • Maintain oversight of financial health of assigned projects, developing strategies to maximize efficiency and minimize financial and compliance risk.
  • Review and validate financial reports and annual budgets with Program Managers, ensuring alignment with narrative reports.
  • Manage the review of donor agreements and contracts with the program team and the communication of donor requirements to the team (in Canada and abroad).
  • Work closely with Country Offices to oversee the coordination of donor audits, ensuring all project expenditures and contracts are in compliance with terms and conditions of donor agreements.
  • Develop strong working relationships with Plan International Canada and with Plan International Country Offices, providing training and ongoing support as required.
  • Contribute to development and implementation of standardized package for quality financial management of grant funded projects including standard KPIs, budget and reporting guidelines, Gift in Kind treatment, procurement and asset management plans, compliance training, project start-up and closing procedures, etc.
  • Complete successfully Revenue entries monthly.
  • Validate quarterly Project forecast and use the information to inform quarterly Rolling Plan forecast.
  • Accurately file financial statements, relevant project communications from COs to donor and Plan Canada to support annual audits
  • Support closely CNO finance department during external Annual audits by providing relevant information on timely and accurate manner
  • Complete grant set-up for all new grants within internal systems (SFCRM, GLs, RP, Clarizen, FRF, Certify, Pre-travel approval forms, etc.)
  • Grants Process and system management (including FRF, Rolling Plan, Clarizen, SFCRM, etc.) - operate parts of key business processes assigned; understand the elements that make up each process, proactively identify process improvement opportunities.
  • Strong collaboration and partnership - maintain and enhance effective cross-functional business partnerships (working with Finance and Information Management teams).
As our ideal candidate you will have:
  • Fluency in oral and written English and French.
  • College or university degree and an accounting professional accreditation are considered an asset (MBA, CA, CGA, CMA, CFA and/or CPA)
  • Proven experience in project financial management, managing local implementing partners, including financial reporting and analysis, developing costing models/budgets at the project design stage and risk assessment and mitigation for $5M+ proposals.
  • Demonstrated experience working with a wide variety of international development funding agencies, such as The Global Fund, Global Affairs Canada (including International Humanitarian Assistance), multilateral agencies and charitable organizations/foundations.
  • Experience in donor financial audits and hands on experience reviewing complex contracts and agreements.
  • Exceptional communication and interpersonal skills with the ability to build productive working relationships within and between departments to produce common deliverables.
  • Proficiency in Microsoft Office Suite with advanced proficiency in Excel, and knowledge on Power BI will be desirable.
  • Ability to establish priorities and ensure high quality deliverables in a time-sensitive environment with strong analytical and problem-solving skills.
