Job Description

OBJECTIVE:



The Community Support Services (CSS) Manager is a full-time, permanent, senior managerial position of the First Nation and reports directly to the General Manager. The Community Support Services Manager is responsible for the planning, implementation, administration, and social services programs of the First Nation. The CSS Manager supervises CSS staff in daily operations. The Community Support Services Manager is responsible for the development, administration and evaluation of child and family services and drug and alcohol services of the First Nation.





DUTIES AND RESPONSIBILITIES:



Policy and Program Development




Organizes and oversees research on community needs and reports findings and recommendations to the General Manager. Reviews and evaluates existing services in relation to community needs and reports findings and recommendations to the General Manager. Reviews and plans band polices from time-to-time with other staff and makes policy recommendations for the development, implementation, and administration of Community Support Services to the General Manager. Plans and reviews Community Support Services policy from time to time with staff as required and makes recommendations for change to the General Manager.


Community Support Services Administration





Develops forms and procedures to ensure that approved Community Support Services polices are implemented effectively and efficiently by the First Nation. Balances the workload within the Community Support Services division: Collects, checks, and approves time records of employees. Assigns cases and tasks among staff. + Directs and supervises the case management and service provision activities of staff providing Community Support Services:
Conducts a weekly review of the status of cases in each employee caseload; Reviews client assessments and service plans. Reviews services provision and coordination and ensured compliance with program policy and procedures. + In emergency situations, provides case management and service provision in the absence or incapacity of staff.
+ Ensures the establishment of case records for each client and complete service data on all cases currently in services.






Case Management

+ Ensure that community members are informed about Community Support Services provided by the First Nation and external sources.
+ Ensures that referrals or requests for services are received and acted upon promptly and respectfully through an established intake process.
+ Ensures that eligibility for community support services is determined according to program requirements and First Nation policies.
+ Ensures the assessment of needs of community members referred for or requesting services to determine the type and duration of services appropriate to address their needs,
+ Ensures that service provision to address the needs of community members are developed in consultation with the client and other family members as appropriate.
+ Ensures advocacy on behalf of community members to assist them to gain access to services.
+ Ensures the coordination of service provision by the First Nation and external services, including arranging traditional healing, arranging, and conducting regular care conferences with staff of other agencies as appropriate.
+ Ensures the regular review of case progress and outcome against the services plan for each client.
+ Ensures the assessment of service outcomes against case objectives and recommends closure of cases.

General Administration




Drafts budgets specific to community support services programs, monitors these expenditures and reports them to Council. Ensures that contracts with funding agents, consultants, other contractors, and First Nations are administrated in accordance with polices and procedures of the First Nation. Assist in the development and maintenance of job descriptions and salary schedules for all positions in the community support services division. Prepares monthly narrative reports to Council on community support services administration. Prepares proposals for community support services funding for approval by the Chief and Council. Participates as a regular member of the Management Team. Liaises with the Health Director's counterparts in other Native health and social services programs to share information and address common program development and service delivery needs. Approves expenditures for budgeted expenses in approved departmental budgets assigned by Chief and Council, for administration and timely conveyance of claims, invoices, and expenditures to the finance unit for maintenance of First Nation Accounts.


Staff Supervision





Participates in recruitment and selection of employees in the community support services division. Assigns work to employees in the community support services division. Provides day-to-day supervision of the work employees in the community support services division. Annually appraises the performance of employees in the community support services division and prepares reports for personnel records and to Chief and Council. Revies and reports the performance of employees in the community service division and recommends reassignments, transfers, promotion, demotion, salary changes, discipline, and termination to Chief and Council. Approves leave of employees in the community support services division. Supervises and conducts the orientation and training on the job of employees in the community support services division. Approves training, travel, educational leave, and professional development of employees in the community support services division. Approves time records, expense claims and travel claim of employees in the community support services division.




QUALIFICATIONS



Education & Training/Work Experience


Bachelor of Social Work or a bachelor's degree in a related field, plus a minimum of four years experience in the provision and management of First Nation or other Anishinaabe health and social services and a minimum of two years experience in supervising staff and program management; OR Community College Diploma in social work or a related field, plus a minimum of six years experience in the provision and management of First Nation or other Anishinaabe health and social services and a minimum of two years experience in supervising staff and program management.

Skills/Abilities


Good written and oral skills. Problem-solving and decision-making skills. Knowledge of the various programs administered by the First Nation: + NNADAP, Child welfare prevention, community health services, family counselling.
Demonstrated ability to research community needs, plan community-based services and prepare written reports and program policy and service procedures. Demonstrated ability to prepare comprehensive narrative and statistical reports and program policy and service procedures. Working knowledge of the structure and operations of the First Nation. Working knowledge of First Nation, tribal and external services, and service agencies in the Rainy River area, particularly Weechi-it-te-win Family Services programs and structures. Knowledge and understanding of the Child and Family Services Act, knowledge of Part X (IV), Customary Care Declarations and procedures, the Mental Health Act and relevant legislation. Ability to speak Ojibway.

TERMS AND CONDITIONS





Must sign Oath of Confidentiality.

Possess First Aid/CPR Certificates or obtain within three (3) months of hire.

Must successfully pass a medical examination every two years.

Must provide a Vulnerable Sector and Criminal Reference Check satisfactory to the First Nation.

Must have a valid Driver's License and vehicle access or reliable means of transportation.

Flexible work hours which will include evenings and weekends.
