Halifax Regional Municipality is inviting applications for the temporary (up to November 8, 2024), full-time position of Community Outreach Coordinator in Community Safety with Halifax Regional Municipality. Reporting to the Manager, Programs and Engagement, the Community Outreach Coordinator (COC) will support the Building Safer Communities Fund project by working with high-risk communities to connect community members impacted by gun and gang activities to programs and services. The COC will lead efforts to identify community-based resources available to support communities impacted by violence; increase community resilience through the trauma-informed community debriefings, implement appropriate trainings and workshops; and help increase the knowledge base of the specific risk and protective factors in communities related to violence. The COC will be part of a team working in close collaboration with community members to identify underlying issues contributing to community safety and strengthen collective capacity to address them.

DUTIES AND RESPONSIBILITIES

  • Plan and deliver community-based responses to violent incidents, including trauma-informed. debriefings
  • Connect communities to resources available to recover from trauma
  • Host community circles through a restorative practice framework
  • Maintain a current knowledge of ongoing community safety concerns and emerging issues
  • Facilitate community engagement, utilizing a range of outreach and facilitation tools
  • Collaborate with business units and key stakeholders to make recommendations for community safety improvements
  • Support special projects and respond to issues related to community safety
  • Develop and support partnerships with community leaders, public/private agencies/non-profit organizations, and other levels of government
  • Conduct and support qualitative and quantitative research into community safety issues and topics, with special focus on diverse/marginalized communities in HRM
  • Produce a range of deliverables including reports, presentations and briefing notes, set priorities, create a productive work environment, demonstrate and focus on results, produce tangible and effective work outcomes
  • Other duties as assigned
QUALIFICATIONS
Education & Experience:
  • Post-secondary education in Social Sciences, Social Work, Community Development, Gender or Equity studies or other relevant discipline
  • Candidates who do not possess the formal education requirement but who possess equivalent experience as demonstrated by professional, volunteer, or community-based leadership experience will be considered
  • Minimum three (3) years\' experience working and/or volunteering in the field of community organizing, mobilization, equity, inclusion and/or diversity as demonstrated by professional, volunteer, or community-based leadership experience
  • An equivalent combination of education and experience may be considered
  • Experience conducting qualitative and quantitative research to support effective reporting, recommendations, policy development, or action planning
Technical / Job Specific Knowledge and Abilities:
  • Knowledge and understanding of African Nova Scotians and African descent social, educational and municipal issues, resources, and community
  • Understanding of the cultural diversity among African Nova Scotians and African descent people in Canada and within the Halifax Regional Municipality
  • Knowledge of culturally appropriate ways of working with local African Nova Scotians and African descent communities
  • Solid knowledge and understanding of the underlying factors that contribute to crime and victimization among marginalized groups as demonstrated by professional, volunteer, or community-based leadership experience
  • Research and problem-solving ability
  • Solid knowledge of existing resources, including programs and services, to address trauma
  • Knowledge of culturally appropriate ways of developing constructive working relationships with people from diverse cultural backgrounds, including those associated with race, ethnicity, national origin, religion, socioeconomic status, age, gender, disability, sexual orientation, and/or other aspects of human diversity
  • Demonstrated ability to apply trauma-informed approaches and restorative practices
  • Demonstrated ability to work within a fast-paced environment with all levels of management and staff performing multi tasks
  • Demonstrated ability to work independently and with a team to deliver results
  • Strong organizational, written, and verbal communications skills
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer\'s discretion. Interviews, testing, and in-person recruitment activities are being conducted in adherence with current COVID-19 Public Health protocols.

WORK STATUS: Temporary (up to November 8, 2024), full-time.

HOURS OF WORK: Monday-Friday, 8:30am-4:30pm, 35 hours per week. Evening and/or weekend work at least three meetings per month.

SALARY: Non-union level NU 6 ($66,770 - $91,810 per annum). Salary will be commensurate with education and experience.

WORK LOCATION: 7th Floor, Duke Tower, 5251 Duke Street, Halifax.
