Brief Overview:




The Communications Manager leads the MN-S Communications function within the Storytelling & Content Services (SCS) department. The Manager is responsible for embedding strategic, proactive, and culturally grounded communications practices across the government. This leadership role manages a communications advisory team and oversees the full lifecycle of communications - from research and planning to implementation and evaluation - ensuring all communications are strategic, timely, and aligned with MN-S values.



Working in partnership with the Media & Issues Relations Manager, this role ensures internal planning and communications systems connect seamlessly with external media and reputation work. The Communications Manager leads planning, workflow, and quality control systems, while the Media & Issues Relations Manager leads external media relations, proactive pitching, and crisis response.

Key Responsibilities:



Communication Research, Planning, and Evaluation



Provide strategic communications guidance across MN-S. Lead primary and secondary research for trend analysis, stakeholder analysis, and audience segmentation. Lead the planning and implementation of communications plans (government-wide, departmental, project, and campaign specific). Establish evaluation frameworks to assess the outcomes of communication plans

Channel Management



Manage MN-S's presence across paid, earned, owned, and shared channels, ensuring consistency and alignment with government priorities. Ensure message consistency, clarity, and tone alignment across all channels. Support proactive media pitching, issues management, reputation management across all channels. Provide after-hours coordination in partnership with department leadership.

Internal Communications



Plan and implement internal communication strategies that strengthen government and employee engagement. Ensure timely and consistent messaging across internal channels. Collaborate with leadership to support change management and employee culture initiatives.

Cross-Functional Collaboration



Build relationships with internal partners and ministry staff, providing clear counsel and coordination. Partner with the SCS team to ensure successful implementation of communication plans. Represent the communications function in departmental and intergovernmental settings.

Leadership, Collaboration, and Accountability



Lead the Communications Advisory team, providing supervision, mentorship, and professional development. Provide clear direction, set priorities, and ensure accountability for deliverables in collaboration with department managers. Champion the use of project management systems and intake tools for transparency and efficiency. Partner with SCS management team to align communications deliverables, triage requests based on impact and capacity. Empower team members to lead ministry and project communications plans with appropriate oversight. Lead team meetings, one-on-ones, onboarding, and evaluations. Liaise with the Director of SCS on strategic, resourcing, and risk matters; act as lead in their absence. Other duties as assigned.

Knowledge and Skills:



Deep understanding of Metis history, governance, and culturally grounded storytelling. Experience in communication research, planning, implementation, and evaluation, including setting measurable objectives. Ability to conduct audience and stakeholder analysis and apply cultural considerations in messaging. Skilled in managing paid, earned, owned, and shared channels, and supporting issues and crisis communication. Exceptional writing, editing and visual communication skills for diverse platforms. Strategic thinking with experience aligning communications to government, business, or organizational priorities. High judgment, emotional intelligence, and political acuity. Proficiency with Microsoft Office, SharePoint, and project-management tools.

Qualifications:



Bachelor's degree in communications, Public Relations, Marketing, Journalism, Political Science, or related field. 5+ years in a senior communications role, with 2+ years in team leadership considered an asset. Experience in government, Indigenous, or public-sector communications. Communication Management Professional (CMP) is considered an asset.

Additional requirements:



A valid Saskatchewan driver's license and/or access to reliable transportation to our downtown location would be required. Must be available for after-hours and on-call communications duties.
