PURPOSE AND SCOPE:
Reporting to the Manager of Mayor and Council Services & Communications, the Communications and Media Specialist position is responsible for developing, implementing, and supporting internal and external communication strategies by supporting various departments to create content for digital platforms, media releases, print materials, and public notices. Also supports the development and execution of communications plans for various City departments.
KEY RESPONSIBILITIES:
This position will:Provide timely, accurate information to the Manager of Mayor & Council Services and Communications and respond appropriately to direction and decisions as required.
Work with City departments to develop strategic communications plans for City projects, initiatives and events.
Develop, edit and publish various written materials including but not limited to: news releases, website content, magazine articles, newsletters, radio ads, surveys and social media content/campaigns.
Review and provide input on presentation content.
Communicate dates, agenda information and results of City Council meetings where applicable.
Design, develop and/or approve creative materials to promote City events and initiatives.
Promote and provide communications support for municipal elections.
Develop standard communications templates for use by all departments.
Develop and maintain effective relationships with local media.
Identify appropriate advertising avenues. Monitor all City communications to ensure they are consistent and professional.
Act as the Public Information Officer for the City in the event of an emergency or other situation which requires a coordinated response
Act as the support person for the Emergency Operations Control Centre
Communicate professionally, and effectively with all stakeholders including the media and the general public, promoting a high standard of customer service

EDUCATION/TRAINING/SPECIALIZED SKILLS:
Minimum Qualifications:Two (2) year diploma in public relations, journalism, business, marketing or communications.
Knowledge of Canadian Press (CP) Style.
Valid G driver's license, clean driver's abstract to be held and maintained. Access to a motor vehicle
Satisfactory Criminal Record Check ("CRC") prior to commencing work at the City of Belleville.
WORK EXPERIENCE:
Required Qualifications:Two (2) years' experience in the field of communications.
Demonstrated excellent oral, written and interpersonal communication skills.
Demonstrated social media literacy and experience.
Demonstrated knowledge of graphic design principles and Creative Cloud Suite (Photoshop, InDesign, Premiere Pro, etc.).
Preferred Qualifications:Three (3) years' experience in the field of communications
Knowledge of Inter-governmental relations and legislation.
Experience in a municipal/public sector environment.
Experience in graphic design and design software including the Creative Cloud Suite (Photoshop, InDesign and Illustrator).
Demonstrated proficiency with social media management software (e.g. Hootsuite).
Demonstrated proficiency with Microsoft Office suite including Word, Power Point, Excel and Outlook programs.
Demonstrated proficiency with 'Survey Monkey' Software.
Experience with photography and videography equipment.
Experience with photo and video editing software.
