Do you want to be a part of driving the transition?Our Project team are currently seeking a Commissioning SME (ICT - Instrumentation, Controls, Telecoms) to join their team. The SME will act as the technical authority for ICT systems, ensuring proper integration, configuration, and operational readiness offshore. This position will be based in our St. John's office with periodic business trips to Ingleside, TX and transition Offshore Newfoundland for the completion of project scope.What will you be doing?

• Coordinate and supervise activities associated with commissioning and start up planning and execution activities of the program development.
• Actively participate in safety reviews, HAZOP, JHA, FLRA, and pre-startup safety checks to verify the integrity and safety of systems.
• Working with engineering and operations department to promptly find the preferred alternative for alleviating issues discovered during commissioning.
• Work collaboratively with the Commissioning Manager and client to ensure all necessary commissioning and start up activities are planned and executed in a safe, efficient, and environmentally sound manner.
• Assuring that the project scope is divided up into systems that are defined in a manner that will support ease of commissioning
• Assure that the System Pre-commissioning and/or Commissioning Procedures are developed, approved, and finalized per the planning schedule and include the appropriate content and detail to assure safe and thorough execution.
• Assuring that the Commissioning execution plan includes the materials, special tools, and vendor support for a safe and efficient execution
• Assuring that the commissioning staffing plan has the correct number of persons with the appropriate skills to execute the commissioning work.
• Development, tracking, and adjusting commissioning execution schedule for the discipline.
• Lead the on-site pre-commissioning and/or commissioning activities, including resource management, schedule coordination, materials/tools/vendor support, system/equipment troubleshooting, and adjusting plan due to resource issues.
• Lead the technical Writers and manage the flow of information to the team and / or Telecom Integrator to enable them to prepare Layouts, Cable Block diagrams, Termination diagrams, Loop diagrams, Cable list, etc.
• Assisting in the development of commissioning spare parts listing and quantities.
• Managing an effective team environment to assure that the commissioning work integrates well in the overall project plan.
• Establish and maintain a detailed commissioning and start-up schedule to carry out planned tasks efficiently and effectively.
• Review vendor data and ensure sub-systems are properly integrated and/or interfaced.
• Ensure that interfaces with other disciplines are consistent and aligned.
• Review documents prepared by sub-contractors to ensure quality and consistency. Continuously consider cost, constructability, operability and maintainability
• Lead commissioning meetings, providing clear updates on progress, troubleshooting, and key milestones
• Troubleshoot issues during commissioning, identifying root causes, and recommending corrective actions.
• Develop handover documentation for operations teams, ensuring systems are ready for safe, reliable operation.
• Collaborate with engineering and construction teams to ensure readiness and alignment of systems for commissioning
• Guide vendors and contractor staff on procedures, standards, and quality requirements during commissioning activities.
• Ensure compliance with safety standards, including hazard identification and control measures, lockout/tagout (LOTO) procedures, and incident reporting.
• Commissioning and testing tools, such as Fluke and Hart meters and calibration equipment.
• Support and troubleshooting for ICT systems, including ICSS and comms to Vendor PLCs.
• Work closely with ICT vendors to ensure all equipment is commissioning as per manufacture recommendations.
• Perform system integration and interface testing for complex instrumentation, controls and telecoms systems.

We think you should have:

• Bachelor of Engineering Degree or Engineering Technology diploma and a minimum 10 years of experience in leadership positions

or an equivalent combination of education and related experience.Commissioning experience in an offshore/onshore industrial facility required. * Excellent communication and leadership skills, with the ability to work collaboratively in a cross-functional environment.

• Ability to analyze complex issues, make sound decisions, and effectively manage multiple priorities.
• Strong knowledge of safety standards, commissioning best practices, and relevant industry regulations.
• Able to develop a project specific system design with all associated documentation.
• Strong decision-making abilities. Well-developed computer skills in MS Excel and MS Word.
• Excellent communication, teamwork, and organizational skills.
• Expertise in instrumentation, controls and telecoms systems.
• Extensive experience with DCS/ICSS (siemens), field instrumentation (Pressure, Flow Temp) and telecoms system typical to offshore installations.
• Successful completion of an offshore medical and regulatory training required for Offshore Newfoundland.
