This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall - 426 Brant Street, Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands. Effective January 2026 this role will be required to be on site 50% of the time each month.
Position Overview
As a member of the City of Burlington's executive leadership team, the Commissioner, Development and Growth Management is a true visionary responsible for the strategic leadership and direction of the following departments: Community Planning, Building, By-Law Compliance, and Burlington Lands Partnerships. This position actively participates and is accountable for setting the strategic direction and business objectives of these departments by championing continuous improvements and driving performance in alignment with regulatory and legislative requirements.
Responsibilities
The Commissioner, Development and Growth Management will be responsible to:Lead the City's achievement of the provincial housing targets.
Cultivate an environment of high-quality service delivery and active collaboration with other City departments.
Develop strong partnerships with the Region, other levels of government, and various other internal/external stakeholders.
Actively participate in the development and execution of the City's strategic plan.
Provide strategic leadership and direction to Community Planning, Building, By-Law Compliance, and Burlington Lands Partnerships.
Foster a high performing, customer-centric, inclusive culture that encourages innovation and collaboration through consistent modelling, feedback, and recognition.
Support staff and teams through change and continuous improvement activities that create efficiencies and optimize results and value to the community.
Lead transformation initiatives, including working with the CTO and CIO to deploy AI and other digital tools to enhance service delivery and optimize processes.
Foster a culture of customer centric service delivery and continuous improvement.
Provide expert advice and recommendations via reports and presentations to Committee and Council.
Requirements
The Commissioner, Development and Growth Management must exhibit strong leadership and strategic thinking to guide various departments and initiatives. Collaboration, excellent communication, and interpersonal skills are essential for fostering effective partnerships with internal and external stakeholders. This role demands a customer-centric approach, the ability to inspire high-performing teams, alongside adaptability and change management abilities to support continuous improvement. Analytical thinking and problem-solving skills are necessary for providing expert advice, report writing, and making sound recommendations. Extensive knowledge in applicable legislation, planning, real estate, and economic development.
You also have the following qualifications:University Degree in Business, Public Administration, and Planning, or a related area and a minimum of 5-10 years of experience leading planning/development or similar departments.
Registered Professional Planner designation would be considered an asset.
