The purpose of this position is to monitor mandatory industry compliance with weights and dimensions requirements for all commercial vehicles entering PEI through a fixed weigh station or other locations across the Province. Commercial Vehicle Enforcement Officers (CVEO) are appointed Peace Officers under the Highway Safety Traffic Act, and as inspectors under the Roads Act, Dangerous Goods (Transportation) Act, Plant Health Act, Fish Inspection Act, Animal Health Act, and any other Act as designated by the Minister. CVEO\xe2\x80\x99s are certified under Commercial Vehicle Safety Alliance to conduct roadside inspections on commercial vehicles at scale facilities and other locations throughout the Province. Duties includes:
  • Ensure public safety on PEI\xe2\x80\x99s roadways, Officers monitor mandatory industry compliance with weights and dimensions requirements;
  • 24-hour operation of Borden Port of Entry Inspection Station and stationary weigh scales at the Confederation Bridge entry and exit points to the Province to ensure all commercial vehicles, their drivers and loads are in compliance with all legislated standards.
  • Officers are responsible for inspection and enforcement of the Highway Traffic Act, the Dangerous Goods Transportation Act, the Roads Act and associated regulations as related to commercial vehicles, drivers and loads.
  • Officers are required to check driver credentials and applicable permits for validity, scan vehicles for insecure loads, equipment defects, proper compliance markings, etc.
  • Officers must be able to work unsupervised on a shift work basis, carry out technical and mechanical assessments and make appropriate judgements.
  • Detain vehicles and/or loads until they are brought into compliance, issue summary offence tickets or warnings for non-compliance.
  • Officers are responsible for collecting monies resulting from violations committed by non-residents of the province who provide a cash bail bond conditioned for the appearance of the violator before a magistrate having jurisdiction over the violation pursuant to any Acts and Regulations under the Officers area of responsibility.
  • Officers collect permit fees, potato marketing levy slips, forest management slips as well as tracking the import and export movement of lobster and crab, the disinfection of farm equipment, the importation of taxable goods and any other special enforcement projects as directed by Highway Safety Division.
  • Officers respond to all radio queries from all Police officers and Highway Safety officers that require assistance in the verification of driver status and vehicle registrations including determining if escalating sanctions may be required in the mandatory impoundment of vehicles or other related driver interventions.
  • Routinely check for the presence of dyed fuel in the fuel systems of commercial motor vehicles, take samples, and investigate \xe2\x80\x9cmarked fuel\xe2\x80\x9d usage in relation to the Marked Fuel Permit - Tax Exemption Program, issuing summary offence tickets to violators.
  • Officers will support the Chief Provincial Health Office and other agencies in carrying out various public health and emergency orders.
  • Other duties as required.
Minimum Qualifications:
  • Must have Post secondary diploma in Police Sciences or equivalent training and experience.
  • Must be able to obtain - Certified Level 1 Inspector through Lethbridge Community College (or organization designated by Commercial Vehicle Safety Alliance) and maintain certification.
  • Demonstrated equivalencies will be considered.
  • Must be able to work shift work, including evenings, nights, weekends, and holidays within a 24/7 operation.
  • Must be eligible for and successfully obtain Peace Officer status and must be bondable.
  • Must have a valid Prince Edward Island Class 5 driver\'s license with a minimum of 5 years driver experience, a clean driver abstract and access to reliable transportation.
  • Must be able to work with minimal supervision.
  • Excellent computer skills and data entry skills and excellent communication and de-escalation skills.
  • Strong interpersonal and organizational skills are required as well as excellent verbal and written skills.
  • Knowledge of Acts and Regulations that govern motor vehicle safety in order to be able to interpret Federal and Provincial Legislation as enforced by Highway Safety.
  • Knowledge of P.E.I. road system especially during seasonal weight restrictions.
  • Knowledge of commercial trucking industry and commercial vehicle mechanical systems.
  • Knowledge of judicial procedures as they pertain to compliance of the various Acts enforced by Highway Safety.
  • Basic accounting skills.
  • Sound judgement and problem-solving skills.
  • Ability to work outside during periods of inclement weather in hazardous conditions.
  • Related courses that deal in Transportation and the Regulatory field would be an asset.
  • Knowledge of investigation techniques and evidence gathering to support issuance of summary offence tickets in Court actions.
  • Knowledge of proper police pursuit and road stop techniques.
  • The successful incumbent must provide a satisfactory and current Criminal Records Check prior to employment.
  • The successful incumbent must provide a current hearing test prior to employment.
  • A good previous work record and attendance is required.

Preference given to Certified Level 1 Inspector through Lethbridge Community College (or organization designated by Commercial
Vehicle Safety Alliance) and maintain certification.
