Job Summary





The Cluster Manager provides senior leadership and overall operational management of assigned 24/7 cluster resources within Simaril. This position is accountable for staffing, performance management, scheduling oversight, service delivery oversight, and ensuring compliance with legislative, contractual, and agency requirements. The Cluster Manager acts as the primary operational leader for assigned locations, ensuring high-quality services and effective support for employees and the people served by Simaril.

Duties and Responsibilities




General Management:




Provide overall direction and leadership to cluster operations and ensure alignment with agency policies, strategic objectives, and service standards. Serve as the senior on-site authority for all assigned resources. Maintain effective communication with families, employees, community partners, and external stakeholders. Ensure confidentiality and privacy requirements are upheld. Report significant issues, risk events, and operational concerns to the Independent Living Director and/or CEO.

Program Oversight:




Oversee service planning and ensure staff support individuals in accordance with their Personal Support Plans, goals, safety planning, and agency expectations. Identify gaps in supports or service needs and coordinate with internal teams to develop or adjust plans. Approve and implement operational protocols, safety procedures, and resource management practices. Provide leadership during crisis situations, direct staff response, and ensure appropriate follow-up and documentation. Participate in resource and roommate matching decisions.

Service Quality and Compliance:




Ensure assessments, reports, and documentation are completed by staff according to legislative and agency standards. Monitor quality of services and address deficiencies through coaching, corrective action, or changes in practice. Coordinate transitions into and out of cluster resources and ensure continuity of care. Conduct regular site reviews to ensure compliance with safety, health, and quality expectations.

Leadership and Human Resources:




Directly manage Cluster Coordinators and other staff, providing leadership, coaching, conflict resolution, and performance monitoring. Conduct performance evaluations and maintain ongoing performance management, including documentation of concerns and successes. Participate in recruitment and selection, including interviewing, candidate evaluation, and recommendations for hiring. Oversee onboarding, orientation, and training of all new employees within the cluster. Ensure adequate staffing levels and act as escalation support for on-call scheduling and crisis staffing.

Operational and Administrative Management:




Oversee staffing schedules to ensure adequate coverage and effective staffing. Approve overtime, shift changes, time off requests, and timesheet submissions. Ensure accuracy of payroll-related information for assigned staff. Manage and monitor resource budgets and approve routine operational expenditures within delegated limits. Ensure property maintenance needs are identified and addressed, including coordination with the facilities team. Prepare reports, summaries, and documentation as required by leadership. Ensure timely completion of all documentation pertaining to cluster operations.

Communication and Collaboration:




Maintain regular communication with families, employees, and collateral agencies regarding progress, concerns, and service expectations. Represent Simaril professionally in meetings, case conferences, and community interactions. Promote positive work environments and facilitate problem-solving among employees and teams. Collaborate with agency departments including HR, Finance, and Scheduling to support operational needs.

Requirements




2-3 years of full-time leadership, supervisory, or management experience. 2-3 years of direct support or disability services experience. Related post-secondary education in disability studies, social services, community support, human services, or an equivalent combination of education and experience. Experience supporting adults with diverse needs, including intellectual disabilities, FASD, Autism, mental health challenges, trauma, justice involvement, or problematic substance use. Ability to work with a high level of independence and decision-making. Proficiency with computer systems and Microsoft 365; experience with payroll or scheduling software is an asset. Valid driver's license, driver's abstract, reliable vehicle, and current vehicle registration. Current First Aid & CPR Level C certification. Clear Criminal Record Check with Vulnerable Sector Check and Adult Abuse Registry Check (completed within the last six months). Strong interpersonal skills, decision-making abilities, and capacity to lead in a dynamic environment.

Hours of Work and Working Conditions




Full-time position, primarily Monday to Friday 9:00 am - 5:00 pm, with flexibility for evenings, weekends, and emergency response as required. * Work is performed in both office and field environments, requiring regular travel between assigned resources.
