Come work as a Data Engineer with Vancouver Coastal Health (VCH)!

Reporting to the Director, People Analytics and Data Science, the Cloud and ETL Developer identifies, develops, implements and maintains innovative responses to the information needs of the organization as well as ensures the department\xe2\x80\x99s technical infrastructure is developed and sustained. This position synthesizes information and requests, from all levels of the organization, including operational and clinical management, to provide analysis and recommendations which have direct impact on decisions relating to the financial, human resources, and patient care services. Other responsibilities include project management and support, training, managing confidential information, user needs assessment and liaising with end users of decision support technology. Acts as a resource to Decision Support Advisors and provides senior expertise with respect to quality measurement and evaluation, utilization management strategies and information management and analysis. Liaises with staff and leadership in Finance, Quality Improvement, Change Initiatives, IMITS, Information Access and Privacy, Client Registration & Information Services, Health Information Management (HIM) and Human Resources.

As a Cloud and ETL Developer with Vancouver Coastal Health, your key responsibilities will be:

  • Provide leadership in developing, processing, evaluating and reviewing information as well as providing recommendations to all levels of the organization for decision making purposes.
  • Act as a resource to Decision Support Advisors and provides senior expertise with respect to quality measurement and evaluation, utilization management strategies and information management and analysis.
  • Ensure that the release of data is consistent with the organizational practices related to the protection of privacy.
  • Recommend and maintain departmental standards for database development, architecture, and design; defines and maintains metadata; recommends and maintains standards for Extract Transform and Load (ETL), including tools, methods and documentation.
  • Maintain a risk assessment and contingency plan with regard to the department\xe2\x80\x99s hardware and software infrastructure. Develops and maintains an incident tracking system to record system errors and downtimes.
  • Oversee the conversion of operational data to meet analytical and business needs, while ensuring quality control with regard to data infrastructure and provisioning.
  • Ensure that knowledge is transferred between advisors, consultants, and technical analysts both during and after the development of decision support applications.
  • Identify data quality issues within source systems and escalates the need to remedy to the data stewards for source systems.
  • Liaise with clients with respect to business architecture needs and develops both short term and long term solutions by developing decision briefs and a technical infrastructure plan.
  • Coordinate the exchange of data with various agencies, including but not limited to: Ministry of Health, Canadian Institute for Health Information, and external research groups.
  • Act as a project manager for assigned decision support projects, including the development, monitoring, and evaluation of project plans and deliverables.
  • Participate in regional, hospital and departmental projects.
  • Work collaboratively and effectively with internal and external stakeholders to identify information needs and communicates those requirements to other decision support team members.
  • Manage and provide a safe and healthy workplace for patients/clients and staff and ensures that health and safety requirements for operational area are met. Reports unsafe situations; investigates and takes corrective action and/or notifies appropriate personnel.
Qualifications

Education & Experience
  • Masters Degree in Business Administration, Information Systems or equivalent.
  • Five (5) years\xe2\x80\x99 recent, related experience including technical experience in working with databases and decision support tools, preferably in a health care setting, as well as experience in managing technical projects and directing technical staff, or an equivalent combination of education, training and experience.
Knowledge & Abilities
  • Advanced knowledge of decision support tools and databases.
  • General knowledge of current health care systems, issues and trends.
  • Ability to exercise sound judgment, critical thinking and effective decision-making.
  • Ability to analyze and problem-solve complex issues towards effective solutions.
  • Ability to communicate effectively, both verbally and in writing, with all levels of the organization, including advanced report presentation and writing skills.
  • Effective project management skills to define deliverables and develop project plans.
  • Effective facilitation and negotiation skills.
  • Ability to respond to changing priorities and unforeseen circumstances.
  • Ability to organize, prioritize and balance work.
  • Ability to operate related equipment, including computer software applications.
