M1. Must have hands-on experience developing and maintaining WordPress websites, including the creation of custom themes and plugins.

M2. Must possess a strong understanding of HTML, CSS, JavaScript, PHP, and MySQL, with demonstrated ability to develop, troubleshoot, and optimize web applications.

M3. Must have experience designing responsive web interfaces and applying UX principles in accordance with accessibility standards (WCAG 2.1) to ensure inclusive user experiences.

M4. Must be familiar with cloud hosting environments, DNS configuration, and automated deployment practices, ensuring efficient and secure web application deployment.

Background


The Web Development Specialist will act as a technical expert and strategic collaborator, providing guidance on user experience (UX), accessibility, privacy, cloud deployment, and operational excellence. This position is integral to digital transformation initiatives and will work closely with business owners, IT teams, and senior leadership to deliver innovative and sustainable web solutions.


Services Sought


EECD is seeking the services of a Web Development Specialist to provide expertise and guidance throughout the following services, but are not limited to:


Web Application Design and Development

Lead WordPress website development and custom plugin development. Design responsive, accessible, and user-friendly interfaces. Translate business and user requirements into wireframes, prototypes, and functional specifications. Implement best practices in UX, accessibility, performance, and security.
Requirements Gathering and Documentation

Lead the elicitation, analysis, and documentation of business, functional, and technical requirements. Develop a Requirements Traceability Matrix (RTM) to ensure alignment from requirements through to implementation. Validate requirements with stakeholders and maintain version-controlled documentation for approvals.
Project Coordination and Management

Develop and maintain a detailed project plan, including tasks, milestones, dependencies, and resource assignments. Facilitate regular project meetings, status updates, and report to stakeholders and governance committees. Track project risks, issues, and changes, ensuring timely escalation and resolution. Ensure alignment across business, technical, and vendor teams throughout the project lifecycle.
Training and Change Management

Develop user training materials, quick reference guides, and knowledge transfer documentation. Coordinate and deliver training sessions for end users and administrators. Support communication and change management strategies to facilitate adoption of the new system.
Implementation, Migration, and Testing Support

Develop and execute User Acceptance Testing (UAT) plans, coordinating participation from stakeholders and end users. Identify and document issues, risks, and mitigation strategies during implementation. Support the migration of existing content and configurations to new WordPress environments or applications. Collaborate with technical teams to ensure smooth deployment and minimal disruption to users.
Maintenance and Continuous Improvement

Monitor website and application performance. Troubleshoot and resolve technical issues. Maintain up-to-date, secure, and scalable web applications.
Strategic and Transformational Projects

Lead digital initiatives aligned with departmental priorities. Develop information architectures, user flows, and navigation models. Provide strategic guidance and design authority on digital projects.
Innovation and Capacity Building

Mentor colleagues and provide training to support teams. Share knowledge and implement sustainable and innovative solutions. Stay current with emerging technologies, trends, and best practices.
