Position Overview
Responsible for administering and managing insurance-related claims, including both first and third-party claims received through the Office of the City Clerk. This includes investigating automobile, municipal liability, bodily injury, subrogation, Errors & Omissions (E&O), and property claims filed against the City; determining the extent of the City's liability and third-party involvement; and negotiating with claimants for successful settlement of claims within the limits of monetary authority and coverage under the City's insurance.
Acts as the primary adjuster for municipal liability, property, automobile, and injury-related claims, and performs the role of claims examiner on municipal claims handled by external adjusters, insurers, and/or in-house counsel by conducting and overseeing investigations. Provides quantum calculations and settlement recommendations to the Manager based on investigation, experience, and knowledge to ensure prompt and equitable settlement. The Claims Analyst is authorized to settle claims up to an approved amount set by the Manager.
In addition, provides oversight of administrative processes related to claims and risk management, including monitoring the claims inbox, ensuring timely action, and maintaining accurate filing systems. Supports the Manager, Risk Management & Registration Services and the Risk Analyst by assisting with certificate of insurance tracking, annual renewal data collection, and other risk-related administrative tasks, as required. Contributes to the development and maintenance of computerized claims and risk systems, liaising with vendors as required.
Qualifications and Experience

  • Successful completion of two (2) year College Diploma Business Administration, Social Sciences or suitable equivalent.
  • Successful completion or in progress of insurance related studies towards the Chartered Insurance Professional (CIP) and/or Canadian Risk Manager (CRM) designations is preferred.
  • Minimum seven (7) years of municipal liability claims experience, specifically with five (5) years of Bodily Injury experience.
  • Experience with municipal first party claims including, but not limited to, errors and omission/professional liability claims, subrogation, mediation and litigation relating to insurable risks.
  • Thorough understanding of insurance policies, insurance case law and maintains current knowledge of the Municipal Act (Ontario) as it relates to available defenses against claims and advice and direction regarding maintenance records/logs and development of City-wide Risk Management documentation standards. Direct experience adjusting municipal claims required.
  • Working knowledge of administrative processes related to claims and risk management, including certificate of insurance tracking and annual renewal data collection.
  • Well versed in the civil litigation process and procedures and, familiarity with risk management fundamentals.
  • Ability to apply extensive acuity specific to the high-level complexity of claims, relative to the risk of extended financial impact to the City concerning claims.
  • Ability to maintain confidentiality and discretion given sensitivity of information. Effective verbal and written communication, report writing and time management skills; coupled with highly organizational skills, with proven ability to work well under pressure.
  • Demonstrated analytical, strategic decision-making, research, investigation, problem solving, and negotiation skills.
  • Must be highly proficient with Microsoft Office Suite and working knowledge of word processing, spreadsheet, database applications, calculation and modelling techniques utilized in industry.
  • Knowledge of legal and medical terminology and accurate claim valuation based on experience, prevailing insurance and litigation trends.
  • Broad knowledge of legislation with specific knowledge of Courts of Justice Act, R.S.O. 1990, c. C.43, Municipal Act, 2001, S.O. 2001, c. 25, Family Law Act, R.S.O. 1990, c. F.3., Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c., Highway Traffic Act, R.S.O. 1990, c. H.8, Insurance Act, R.S.O. 1990, c. I.8, Negligence Act, R.S.O. 1990, c. N.1 and other Statutes as required.
  • Ability to deal effectively and courteously with the public, staff members and external consultants providing effective response to enquiries and resolving complaints from the general public, external consultants and Council regarding customer complaints, sensitive issues, staff reporting and requests for productions. Ability to apply superior level of interpersonal and communication skills, adjusting according to the situation and required engagement to ensure clarity of processes, to ensure efficiency and service delivery.
  • Knowledge of and demonstrated ability in the City's core competencies.
  • A valid Ontario 'G' driver's license in good standing with a reliable vehicle for business use.
  • Ability to work outside normal business hours, as required and in accordance with the Collective Agreement.
Working Conditions:
Standard office environment. On site visits, as required, with potential exposure to environmental elements which are adverse in nature and facilities which may be damaged by water, fire or other contaminates.
May be required to attend scenes of trauma out in the field. i.e. fatalities, catastrophic injuries, post incident.
