Reporting to the Director of Infrastructure, the Civil Engineering Technologist is responsible to work within a small team environment and outside consultants to provide technical engineering services with respect to land development, the PIB Capital Infrastructure Program, Infrastructure Master Planning, and Asset Management, This role supports the operations and maintenance of all PIB infrastructure, including but not limited to Buildings, Bridges, Community Parks, Structures, Dams, River Channel, Roads and Drainage, Water & Sewer Systems, Capital/Construction Projects.

Duties/Responsibilities:
Job Responsibilities and Work Performed
Oversee and provide technical expertise for a wide range of capital infrastructure projects related to but not limited to land development, roads and drainage systems, sanitary sewer systems, water systems, parks and trails.
A general understanding of the operation and maintenance of PIB infrastructure including roads and drainage, sanitary sewer systems, water systems, and parks and trails in support of PIB Public Works and Utilities.
In collaboration with Director of Infrastructure and various departments, lead the management of consultants, planning, design, and construction of infrastructure that meets sustainable targets, community growth, operational requirements, and the needs of the membership and residents on reserve.
Infrastructure and land development concept planning, feasibility, preliminary and detailed design, tendering and project management.
Conducting construction inspections and contract administration.
Project management including monitoring of budgets and consultant invoices.
In areas of shared Infrastructure, develop and maintain requirements strong client relationships with City of Penticton, RDOS, and Indigenous agencies.
Create and maintain strong relationships with the City of Penticton, Regional District of Okanagan Similkameen, Ministry of Transportation and Transit, and Indigenous Services Canada.
Work within a broader PIB team environment including the Lands Department, Housing, Planning, Public Works, Utilities, Natural Resources, and GIS.
Oversee the development and implementation of Master Plans for infrastructure including Water, Transportation, Parks and Trails, Stormwater, and Sanitary Sewer.
Support the creation of a Development Review and Approval Process in conjunction with the Planning Department.
Create conceptual and preliminary designs.
Support PIB GIS including the coordination and submission of all relevant engineering documents.
Prepare and assist with Indigenous Services Canada Capital Funding Infrastructure Applications for Feasibility, Design, and Construction phases.
Prepare detailed written documents including Terms of Reference for Request for Proposals, Council Briefing Notes and Band Council Resolutions, funding applications, and ongoing reports.
Qualifications/Requirements:
Minimum Educational and Experience Requirements
Diploma - Civil Engineering Technology or equivalent required
5 - 8 years of directly related experience in the civil engineering technology environment
Experience in community infrastructure conceptual planning, design, tendering, contract documents (CCDC 2 and MMCD), contract administration, inspection, quality control, and site safety.
Other Certification, Licenses, Designations and/or Training
Registered as a Professional in BC with the Applied Science Technologist and Technicians of British Columbia (ASTTBC)
Valid Class 5 BC Driver's License and drivers abstract required
Proficient with computer applications including AutoCAD, Civil 3D, MS Office, and similar software
Own transportation
Ability to pass a Criminal Record Check
Assets:
Project Management Certification.
Experience with ESRI Geographic Information Systems
An understanding of the Syilx cultural and political environment
Experience working for or with First Nations governments
