Position Description:
In coordination with the YWCA Children's Housing Leadership Team, the Manager of Quality of Care has a primary responsibility to ensure the YWCA Regina Children's Housing Department (80 plus staff members across 5 locations) are educated, trained, and coached on the best care practices for the children in our care. Also, to build a community in the homes that is reflective of Indigenous understandings of care and kinship, with the constant goal of best supporting the staff, the children and families we serve.
Duties & Responsibilities include, but not limited to:
1. Program and Staff Development
This person supports and develops the overall quality of care from a trauma informed lens, that is culturally relevant. To build capacity within the entire staff regarding resiliency development, comprehensive case planning, integrated healing practices and creating a consistently supportive and nurturing environment for staff and children.
Duties include:
Orientation, training, and continuous supporting of staff to establish a high level of Quality of Care with the children in our homes
Educating all staff on Indigenous understandings of relationality and kinship, and stimulating a positive productive work and learning environment
Implementing a strong and consistent standard of care for all staff.
Continuous engagement of staff and children to provide guidance, direction, encouragement, advice and case management opportunities.
Provide recommendations around daily activities in and out of the homes with the children
Recommending education/training plans for staff members, as well as programming recommendations and implementation strategies
Provide expertise for Child Support Plans, Behavioral Management plans and Activity Plans
Provide guidance and training to staff on reporting requirements, critical incident reporting, general incident reporting, disclosure reporting and monthly case conference requirements for each child in our care
Coordinating strategy with the Managers and Director in planning for immediate and long-range objectives for each child and his/her family
Advocating to the Children's Housing Leadership team to ensure the needs and best interests of each child are met and exceeded, provide advice on how to develop strong connections with their families, and advocate at YWCA Regina leadership meetings, MSS meetings when necessary
Support and collaborate family reunifications with caseworkers, other Ministry officials, families, and, where applicable Indigenous agencies, such as Bands, Tribal Councils, and First Nation Child and Family service organizations.
2. Care Standards
Understanding of developmental stages and needs of children.
o Providing ongoing guidance to staff and managers that supports obtaining key child development milestones
Ability to effectively care for children of various ages who are coping with family crises, change and separation.
Provide/teach/recommend de-escalation strategies
o Each situation and child are unique, formulating customized individual comprehensive behavior support plans
Plans are updated at a minimum monthly, and continuously if required
o Focus on new staff, casuals, shift changes
Implement the 5-minute connection across all the homes, to support staff that are new to that child's care plan
Teach/support/demonstrated respect for children and families of various backgrounds.
Teach/mentor staff on role model approaches for the children, including them in daily routines and activities where possible.
Spending quality time with children when appropriate.
Supporting the appropriate behavior policies and regulations of the Home.
Supporting staff and encouraging self-care practices
Liaising with other staff members.
3. Education and Administration
This person will facilitate/coordinate the knowledge promulgation and education of YWCA Children's Housing Department staff in areas including, but not limited to, the following:
Indigenous ways of knowing, doing, and being, especially as these relate to implementing Indigenous understandings of relationality and kinship within a residential childcare setting--at a Departmental level and in the individual children's homes we operate
The child welfare system, trauma informed care, and family violence, as well as Mandt/Gentle Teaching
Ensure staff are trained in the Emergency Response plan for each home, and fire drills are implemented as required
Provide advice on policy improvements as necessary
Ensure staff are trained in written communications (intake, discharge, case notes, communications logs, etc.)
regarding the children is complete and accurate
Providing advice and guidance for reporting incidents to case workers, as per the required timeframes
Provide coaching and guidance to the support team and outline performance improvement plans when needed.
Ensure that all actions of the agency are accomplished with an ethical and prudent manner
The Manager of Quality of Care will also continually explore new and innovative approaches to improving overall Quality of Care
4. Engagement with Indigenous Communities and Culture
Children's Housing Team Members are expected to work towards developing familiarity with Indigenous cultural traditions and an engagement with Indigenous people and communities.

5. Other duties as assigned and / or required
Qualifications:
Understanding of developmental stages and needs of children;
Ability to effectively care for children of various ages who are coping with family crises, change and separation;
Training in Mandt system and Gentle teaching is an asset;
Demonstrated respect for children and families of various backgrounds;
Ability to set effective limits in the performance of duties;
Skill in problem-solving, managing multiple demands, and responding appropriately to incidents and needs as they arise;
Effective oral and written communication skills;
Ability to work independently and as part of a team;
Valid Class 5 Saskatchewan driver's license;
CPR Certification (Level C);
Criminal record check
A degree or certificate in a related field
