Position Summary:
Reporting to the President and Vice-Chancellor, the Chief Security Officer (CSO) is responsible for the strategic leadership and management of the University's security operations. This role involves overseeing all aspects of campus security and safety protocols to ensure the protection of students, faculty, staff, visitors, and the Universitys property. The CSO will develop and implement security policies, procedures, and initiatives that align with the University's mission and strategic goals.
Primary Responsibilities:

• Serve as the organizations authority on physical security, advising the senior administration on security risks, trends and incident response planning.
• Develop and lead the implementation of the strategic planning of security policies, procedures, and processes.
• Lead the Security Services unit, including physical security systems, investigations, crime prevention, and emergency response.
• Define and establish strategies in response to critical incidents as a member of the Universitys Emergency Operations Centre (EOC).
• Oversee the planning and delivery of security initiatives to enhance campus safety.
• Oversee the creation and implementation of security policies, standard operating procedures, and emergency response protocols.
• Establish performance metrics and reporting frameworks to evaluate security program effectiveness across the University.
• Lead educational and promotional initiatives to enhance security awareness.
• Engage with the university community to understand their concerns and improve security measures.
• Foster a culture of transparency and responsiveness in security operations.
• Establish and maintain relationships with law enforcement authorities, regulatory and government agencies.
• Represent the University at internal and external meetings related to security and safety.
• Oversee the annual operating budgets, authorize expenditures and ensure compliance with budget priorities.

Other Qualifying Skills and/or Abilities

• Bachelor or Masters degree in fields such as criminal justice, security management, or a related area.

• Extensive experience in physical security management, emergency response, and risk assessment.

• Strong leadership and strategic planning skills.
• Excellent communication and stakeholder engagement abilities.
• Knowledge of legislative and regulatory requirements related to campus security.
• Experience working in complex and diverse environments.
• Community engagement skills, including methods to listen to the university community and hear complaints and feedback.
• Full bilingual proficiency in French and English.
