General Accountability


Reporting to the Chief Executive Officer (CEO), the Chief of Staff, acts as a key liaison between the TTC and the City of Toronto. Provides strategic advice and guidance to the CEO, as well as provides corporate leadership in the effective management and delivery of the CEO\xe2\x80\x99s and TTC Board\xe2\x80\x99s priorities and agenda, in order to ensure the successful implementation of corporate initiatives and activities, strategic directions and Council priorities.


The incumbent will support the CEO in managing corporate, operational, and administrative duties and functions, and in triaging, addressing and navigating contentious issues toward the achievement of Commission priorities and mandate.


A key accountability is to build highly effective relationships with internal/external stakeholders and help to resolve day to day CEO priorities and Board issues. Represent the CEO on executive level committees as requested and required. As well as lead and/or participates in high profile and sensitive projects and initiatives


Key Job Functions


Key Liaison with City

  • Contributes to building positive, constructive relationships between the CEO and the Mayor\xe2\x80\x99s Office, TTC Board, and Members of Council, including improving the interface
  • Enhances coordination between the TTC\'s capital projects and the City\'s construction coordination efforts and work zone team
  • Leads on agenda forecasting efforts between the TTC and City of Toronto divisional partners, including communication/reports presented to City Council or the TTC Board, where there are mutual policy objectives or the report would benefit from expertise from either side
  • Ensures the appropriate City of Toronto partners have a strong knowledge basis of the TTC\xe2\x80\x99s needs, including in the areas of high priority infrastructure, social supports and other areas which require coordination between the partners
  • Provides advice and responds to Mayor\'s Office, Council, and external parties, including service requests and complaints
  • Develops and/or coordinates strategies in consultation with key staff to respond to corporate initiatives, e.g. Ombudsman, Auditor General, etc.
  • Monitors City-wide Transformation projects and their impacts to the TTC, taking leadership action when required



Executive advisory and executive management support

  • Acts as proxy and facilitator of information for the CEO, managing issues before they reach the CEO, representing the CEO\xe2\x80\x99s point of view, and working with key staff to determine proper course of action
  • Triages issues and provides support to the CEO by navigating and resolving contentious issues with varying degrees of political sensitivity and relationship
  • Proactively identifies complex issues that need to be highlighted, screened/prioritized, shared, assigned and/or monitored
  • Ensures the CEO is fully briefed on high priority items reporting both conversationally and in written report form/presentations, and necessary staff are available to support the CEO with adequate analysis and framing
  • Manages risk by bridging interdivisional and stakeholder gaps and apprises the CEO with organizational realities and challenges
  • Independently addresses issues on behalf of the CEO where possible
  • Updates and provides guidance to the CEO in order to resolve overlaps or gaps between groups and to avoid duplication of effort
  • Proactively assists the CEO in prioritizing work ensuring the most critical issues are at the forefront



Corporate Leadership

  • Advises and supports the Executive on the Board agenda on behalf of the CEO
  • Ensures strategic reports from Chiefs and Senior Management Team members are reviewed and vetted in advance of the CEO and directs the preparation of reports to the Board
  • Facilitates discussions and oversees commitments between the various divisions regarding roles and responsibilities to ensure the implementation of effective and timely solutions by responsible divisions/stakeholders
  • Oversees CEO-identified initiatives by monitoring progress towards meeting goals and achieving milestones, analyzing data, ensuring follow-through on the part of key players, coordinating cross corporate teams and sustaining momentum needed to drive these initiatives
  • Manages work being completed at the direction of the CEO, including setting expectations, communicating roles/responsibilities/involvement, ensuring appropriate staff are tasked with reviews/approvals, and clarifying and/or driving execution where only high level strategic guidance has been provided
  • Provides assistance to develop agendas, undertakes coordination and follow-up on action items, prioritizes plans for addressing issues that are impacting progress and organizational reputation, tracks assignments and ensures successful execution; keeps stakeholders informed via reports/summaries
  • Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Provides leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC\xe2\x80\x99s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC\xe2\x80\x99s policies.



Education & Experience

  • Completion of a post-secondary degree in a related discipline (Business, Political Science, Public Administration, Public Policy), combined with extensive senior experience performing duties related to the key objectives of the position, or a combination of education, training and experience deemed to be equivalent.
  • Demonstrated experience in working collaboratively with internal/external stakeholders and building strong relationships in a complex political and business environment.
  • Experience working in a leadership position within a unionized environment



Additional Requirements

  • Demonstrated political acuity based in a comprehensive knowledge of the Toronto political structure and processes, in particular the workings of City Council, the TTC Board, the Mayor\xe2\x80\x99s Office and the Province of Ontario.
  • Comprehensive knowledge of City Council and the TTC\xe2\x80\x99s Board, and relevant policies, procedures and By-Laws;
  • Strong leadership, and demonstrated ability to direct and influence peers and staff.
  • Excellent communication (oral and written), consultation, facilitation, negotiation, mediation and interpersonal skills.
  • Excellent research, planning, business management, analytical, strategic, problem solving and decision making skills.
  • Demonstrated ability to coordinate complex projects and initiatives to deliver benefits within defined objectives and timeframes.
  • Demonstrated project management abilities including the ability to achieve results under pressure to tight deadlines.
  • Proficiency in the use of MS Office applications.
  • Familiarity with legislation such as the Accessibility for Ontarians with Disabilities Act (AODA), the Ontario Labour Relations Act, Employment Standards Act and related Government Acts and Statutes.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
