The College was established in 1913 and is governed under The Regulated Health Professions Act which sets out our responsibilities.

Job Summary:



The Chief of Policy and Strategy supports the College's mandate to serve and protect the public interest by leading strategic initiatives, regulatory policy development, and communications. Reporting to the CEO/Registrar and working closely with Council, leadership, and partners, the role drives innovation, regulatory effectiveness, and governance excellence.

Scope of this position:



Provides strategic, evidence-informed leadership in the advancement of legislation to develop bylaws, policies, and initiatives that address regulatory issues in the public interest. Provides insight and advice regarding regulatory performance frameworks, indicators, and metrics to demonstrate the College's impact. Using a balanced and principle-based approach, guides decision-making and problem solving and responds to issues and inquiries from external stakeholders, other regulatory bodies, and registrants. Maintains in-depth understanding of and provides expert advice on interpretation and application of legislation, regulation, and bylaws using research to maintain a best practice and evidence-informed approach. Ensures the development, maintenance, and implementation of best practices related to regulatory governance, policy, and communications. Develops performance metrics to assist Council in monitoring the College's achievement of strategic initiatives as well as developing strategies to monitor adherence to governance policies. Ensures governance policies are developed, interpreted, and monitored using best practices and incorporating emerging trends. Supports the Governance Committee and Council in identifying and researching emerging governance issues and trends, and developing, implementing, and evaluating governance policy.

Education and experience:



Completion of a master's degree in public administration, political science, or related discipline 7 years of senior leadership experience in policy development and regulatory functions Demonstrated management and leadership experience with strong facilitation, consensus-building, and strategic-thinking skills Superior interpersonal skills and demonstrated ability to build networks particularly across the health regulatory sector, with government and the public sector Demonstrated ability to work collaboratively with diverse partners Excellent communication skills, including report writing, public speaking, and dealing with challenging situations Experience in strategic planning, execution, and communications Ability to manage a variety of key initiatives concurrently Ability to identify and analyze complex problems, develop and evaluate options and implement solutions Excellent planning, organizational, and decision-making skills Experience in legislative leadership Understanding of principles of governance and experience working with a governing council Experience working with government departments
