Reporting to the De Dwa da dehs nye>s Aboriginal Health Centre (DAHC) Board of Directors (BOD), the CEO provides strategic and professional leadership to the DAHC and works with the Board of Directors (BOD) in the development, communication, and execution of the DAHC\xe2\x80\x99s strategic plan, mission, vision, and values.

As DAHC\xe2\x80\x99s mission is \xe2\x80\x9cTaking Care of Each Other Amongst Ourselves\xe2\x80\x9d and is committed to hiring and supporting an Indigenous candidate in this role. The ideal candidate for this role is an Indigenous person, with experience working in an urban Indigenous setting. We firmly believe that as an organization dedicated to serving the Indigenous community, it is important that the CEO of DAHC embodies and represents the community served by our health centre site.

Working with DAHC staff, clients, community and the BOD, the CEO will lead the development of respect for Indigenous perspectives into DAHC\xe2\x80\x99s values, policies, and practices and to support the delivery on the Truth and Reconciliation Commission of Canada: Calls-To-Action, Calls for Justice for the Missing and Murdered Indigenous Peoples, and the United Nations United Nations Declaration on the Rights of Indigenous Peoples

As a collaborative and innovative leader, you will partner closely with the other organizations in the Indigenous Health Care Provider Organization (IPHCO) and Community Health Centre sector, Indigenous Primary Health Care Council (IPHCC), Indigenous Health Network (IHN), various Ontario Health Teams (OHTs), the Alliance for Healthier Communities and other key Indigenous community, and provincial partners in a collective effort to improve health outcomes for Indigenous Peoples.

The CEO is grounded in Indigenous ways of being, knowing and leading, along with Western, ways of knowing \xe2\x80\x93 utilizing these dual concepts \xe2\x80\x93 two eyed seeing, and other perspectives as required. With this approach, the CEO will collaborate DAHC-wide to advance and strengthen the DAHC\xe2\x80\x99s capacity and commitment to a culturally aware, culturally sensitive, and culturally safe, fair, and equitable health and wellness services and programs.

Main Duties

Operating within policies approved by the BOD, the CEO is responsible for the following:

  • Indigenous Worldviews & Ways of Working
  • Demonstrating a personal understanding of appropriate ways of working with clients, staff and indigenous people, families, and communities
  • Ensuring that all staff understand and apply culturally appropriate ways of working.
  • Ensuring a culturally safe workplace for staff, clients, volunteers, community, and the BOD.
  • Ways of working, if appropriate, have been interwoven throughout this job description.
Governance
  • Providing high-level advice to the BOD on governance, operations, policy, and planning.
  • Oversight of the preparation of the DAHC financial statements.
  • Leading the strategic planning process of the DAHC with the BOD and the Leadership Team.
  • Managing internal governance controls to ensure the BOD has appropriate governance systems and reports to undertake their functions.
  • Ensuring the DAHC is working in compliance by-laws and Ontario Business Corporations Act and other pertinent provincial/federal regulations.
  • Oversight and management of all areas of risk.
  • Commitment to the sound working relationship with the DAHC auditors.
  • Negotiating and establishing contracts, maintaining relationships with key stakeholders and monitoring DAHC contractual and legislative compliance.
Strategic
  • Promoting Indigenous patient directed health services as the preferred model for the delivery of comprehensive culturally appropriate primary health care.
  • Establishing and/or continually managing highly complex relationships with key internal and external stakeholders in a highly political and complex environment.
  • Working with the BOD, to ensure the provision of Indigenous health and wellness services and programs and the future development and growth of the DAHC.
  • Creating opportunities to empower the Indigenous Community to strengthen their capacity to take more responsibility for their health and wellbeing.
Financial Management
  • Ensuring the DAHC compliance of legislation, provincial requirements, funders, and Board policy relating to financial management of the organization
  • Ensuring BOD are up to date with corporate information and financial management advice, including performance against funding and other contractual agreements.
  • Ensuring advice and directives handed down from the Board are operationalized and are compliant with General Accepted Accounting Practices (GAAP).
  • Working closely with the Financial Officer (FO) and the Chief Operating Officer (COO) to provide oversight to the financial accounts, budgets, and reporting.
  • Working with a BOD approved financial expert to bring innovation to the DAHC to secure financial viability and sustainability.
  • Understanding funding and budgetary cycles and is a strong advocate when negotiating resources and/or other sources of revenue.
  • Ensuring the organization operates within the Delegation Policy and Risk Management Framework.
Operational
  • Implementing the DAHC Strategic Plan and monitoring its progress, reviewing regularly with the BOD, and through the COO, the Leadership Team as well as the Staff.
  • Planning and managing financial, physical, and human resources to ensure that the strategic objectives of the DAHC are met and risks are identified and minimised.
  • Successfully manage funding agreements and sub-contract arrangements to ensure deliverables are met within specified timelines.
  • Working with the COO, monitoring the external and internal operations of the DAHC.
  • Responsible for the operations of all locations and health and wellness programs of the DAHC working closely with the COO and Leadership Team in overseeing operations.
  • Providing leadership/coaching to the COO and Leadership Team.
  • Overseeing the operations of the DAHC, provide leadership, mentoring and innovation to ensure its sustainability and that it meets the needs of the Indigenous Community.
Human Resources
  • Providing leadership, mentoring and support to the COO and Human Resource Manager, and the senior leadership team in their work.
  • Championing health, safety, and wellness throughout DAHC.
  • Oversee the development and implementation of policies and procedures for human resources, information systems/management and financial management.
  • Ensuring effective staff management policies and practices are in place including Code of Conduct, attendance, and performance policies.
  • Ensuring clear and appropriate practices in performance management of employees.
  • Knowledge and compliance with all applicable laws, policies, procedures, bylaws, regulatory requirements, and best practice guidelines regarding privacy of healthcare information and corporate and healthcare compliance.
  • Working with Privacy Officers in evaluating privacy incidents and breaches.
Quality Improvement
  • Oversees the evolution, monitoring and refinement of the quality improvement and Accreditation process within the organization with the COO as the QI Lead.
  • Once Accredited, will ensure the organization maintains its Accreditation status by leading and fostering an organizational culture that actively supports, participates in, embraces, leads with continuous quality improvement and the Accreditation process.
  • Monitoring DAHC\xe2\x80\x99s service and program outcomes to ensure quality and culturally safe care.
  • Oversee the development, implementation, and analysis of DAHC\xe2\x80\x99s patient, participant, and staff satisfaction surveys.
  • Monitor and evaluate patient safety, clinical risk management, quality improvement programs and implement evidence based best practices.
Capital Planning
  • Oversees capital planning in coordination with the COO.
  • Identify opportunities, prepare submissions, and negotiates funding in coordination with the COO for grants, loans and other DAHC capital plans.
  • Analyze results of the DAHC capital plan and ensure that appropriate steps are taken to accelerate positive initiatives and/or correct unsatisfactory conditions; and,
  • Prescribe and delegate appropriate authority levels for the capital planning project.
Communications
  • Ensures processes and systems are in place for exceptional communications.
  • Oversee media relations and represent the DAHC (when requested by the BOD).
  • Ensures that all complaints and conflicts are resolved in a timely manner and appropriately according to policies, legislation, standards, and established guidelines.
  • Build and maintain transparent, effective, measurable communications.
EDUCATION / EXPERIENCE
  • A bachelor\xe2\x80\x99s or master\xe2\x80\x99s degree in business administration, health, human or social services finance, or other relevant post-secondary education, or equivalent through experience, would be an asset.
  • Credentials in combination with a minimum of seven (7) years\xe2\x80\x99 successful experience in a senior leadership role within an Indigenous healthcare organization.
  • Proven ability to function effectively as part of a senior management team and to work successfully with other professionals and disciplines in the management of Indigenous health care services.
  • Broad clinical knowledge and operational management expertise at a senior level within an Indigenous health care environment, health system transformation, including strategic planning process including development, implementation, and evaluation.
  • Demonstrated understanding of the expectations associated with the CEO role and knowledge of the general conditions and types of funding within Indigenous community health organizations.

  • Demonstrated a personal understanding of appropriate ways of working with clients, staff, volunteers, and the lndigenous community.
  • Demonstrated understanding and application of a two-eyed seeing approach (Etuaptmumk - bringing together of Indigenous ways of being and Western knowledge) as a guiding leadership methodology for the greater good of the DAHC, clients, volunteers, Indigenous community, and future Indigenous generations.
  • Demonstrated understanding and braiding together of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Truth and Reconciliation Commission Calls to Action (TRC) and the Missing and Murdered Indigenous Women, Girls, and Two Spirit (MMIWG2S) in the work of the DAHC.
