About the position
The Chief Dispatcher, Operations is responsible to the Manager, Flight, Dispatch for overseeing the organization and functionality of Flight Dispatch. The Chief Dispatcher, Operations will be primarily tasked with day-to-day operational oversight of the Flight Dispatch Department.
Reporting to: Manager, Flight Dispatch

DUTIES AND RESPONSIBILITIES:
Must be able to perform, but not be limited to, the following duties and responsibilities:
Ensuring that all Flight Dispatchers have safety as their primary objective by adhering to the Canadian North safety policy and utilizing the appropriate safety reporting program in order to identify and communicate all known hazards and risks to the
organization; Ensuring continual improvement through the periodic review of documented processes;
Developing, implementing and enforcing Flight Dispatch standards, policies and procedures;
Coordinating IROPS with Duty Managers;
Implementing, coordinating and executing the Canadian North call-out program in conjunction with Scheduling, Charter Sales and OCC;
Participating in fuel efficiency meetings and instructing Flight Dispatchers on procedures, which may enhance cost savings;
Managing and ensuring the on-going integrity and operational capacity/capability of all Flight Dispatch technical support systems;
Providing day to day operational support to the Flight Dispatchers including daily workload, scheduling, administration and supervision;
Coordinating charter sales requests and Jeppesen chart packages when required;
Supervising the content, production validation and amendment of the Canadian North Route Manual, Flight Dispatch Manual, Dispatch SOPs, and all related documentation in order to maintain currency and compliance with regulatory requirements (CARs and CASS);
Providing day to day functional and technical direction to Flight Dispatch on behalf of the Operations Manager;
Managing the Restricted Canadian Air Pilot revisions and updates, and administration of the flight planning system;
Developing and executing the Dispatch Strip Check management and quality assurance program;
Ensuring the Dispatch Go Kit is fully operational, updated and capable of supporting the operation in the event relocation is required;
Supervising the content and amendment of the Air Almanac for all aircraft;
Administering the Canada Air Pilot and Jeppesen programs;
Liaising with external agencies which have an impact on Flight Dispatch and Operational Control;
Providing on-call support and coverage for Flight Dispatch;
Providing vacation coverage for Flight Dispatchers when required;
Assisting with effective labour relations with CALDA including collective bargaining preparation and creating manpower and capital budgets;
Ensuring that accidents, incidents or hazards are reported appropriately and within a timely manner;
Assisting with safety investigations;
Conducting audits or assisting with audits;
Conducting risk assessments and root cause investigation;
Assisting in the development and monitoring of corrective action plans;
Conducting workplace inspection as required by the Safety Department; and
Other duties as assigned.
SKILLS AND QUALIFICATIONS:
Include, but not limited to, the following minimum skills and qualifications:
High School diploma or equivalent related work experience
Two (2) years of previous experience
Certified Canadian North Dispatcher's Certificate
Extensive knowledge of Canadian North flight dispatch systems and procedures
Experience as an Approved Check Dispatcher preferred
Extensive knowledge of meteorology
Valid radiotelephone operator's certificate
Knowledge of computer reservation system
Excellent knowledge and understanding of Canadian Aviation Regulations
Familiar with Canadian North Load Control systems
Strong organizational, interpersonal, leadership and customer service skills
Adept at managing multiple priorities and deadlines
Ability to communicate in Inuktut a definite asset
Ability to obtain and retain a Restricted Area Identity Card in accordance with the Airport Restricted Area Access Clearance Program regulated by Transport Canada.
