Could It Be You?In line with Questrades mission to ensure Canadians can take more control over their financial wellbeing, the organization is in the process of preparing its subsidiary, Community Trust, for its evolution and expansion in the Canadian retail banking sector incorporating a Schedule 1 chartered bank subsidiary, Quest Bank. Currently, Community Trust is a privately held Canadian company offering a wide range of financial and trustee services to individuals and corporate entities across Canada.Reporting to the Chief Compliance Officer, QFG,the CCO/CAMLO is responsible for the design, implementation, and oversight of systems and processes that ensure the FRFIs compliance with all applicable laws, regulations, industry standards and internal policies; and the Banks Regulatory Compliance Management (RCM) program. This includes overseeing financial services-related regulatory requirements and general regulatory obligations as a business entity and employer. The CCO manages key compliance programs, including Anti-Money Laundering and Terrorist Financing (AML-ATF), Privacy, Customer Complaints Resolution, and Code of Conduct initiatives. This role is responsible for both the Bank and its FRFI subsidiaries. This incumbent will also hold the position of Chief Privacy Officer (CPrO).Need more details? Keep readingxe2x80xa6In this role, responsibilities include but are not limited to:Regulatory Compliance Management Program and Other Related Compliance Functions

  • Responsible for the development, administration, maintenance and management of a Regulatory Compliance Management (RCM) regime including all monitoring, testing, risk assessment, regulatory change management, issues tracking & resolution and training program.
  • Ensures all control procedures are entered in the Resolver system in a timely manner with a view to ensuring the system is audit-ready at all times and prepared for regulatory and/or Board reporting.
  • Prepares quarterly reports to be presented to the Governance and Conduct Review Committee (GCRC) and the Board of Directors in respect of all material information derived from the RCM regime as well as issues escalated by the business units, external partners or regulators and examination results.
  • Develops, documents and implements policies and procedures in compliance with applicable laws and regulations for the approval of the Compliance Committee, the GCRC and the Board.
  • Oversees the implementation and monitoring of compliance policies and procedures and regularly reports on the status of implementation and application.
  • Provides effective compliance oversight function and where significant issues arise, escalate them as appropriate.
  • Develops and delivers all necessary compliance communication and training to ensure Questrade staff have knowledge and understanding of regulation and related policies and procedures related to their roles in order to comply with regulatory requirements including those related to Privacy, RCM and AML regulations, as well as others published and expected by regulators: OSFI, FCAC and FINTRAC.
  • Provides input for tracking and responding to escalated customer complaints and participates in decision-making in respect of final positioning and response to customers.
  • Reviews marketing material to ensure information presented is accurate, messaging is clear, not misleading and fair and includes all disclosures required to support and add clarity to the marketing materials.
  • Coordinates with regulators and external auditors during Compliance reviews and audits, ensuring timely responses to inquiries and implementation of recommended improvements
  • Acts as the primary liaison with regulatory bodies and responds to inquiries, audits, and examinations. Stays updated on regulatory changes and advises senior management on necessary adjustments.
  • Ensure timely and accurate regulatory filings and disclosures.
  • Promote a strong compliance culture across all levels of the organization.
  • Recommend corrective actions to address identified compliance gaps.
  • Provide guidance to various departments on regulatory and compliance-related matters.
  • Support the development of new banking products and services by collaborating with the business units, ensuring regulatory requirements are met.
  • Investigate compliance violations and recommend disciplinary actions if necessary.
  • Assist project advisors and teams building the banks frameworks in preparation for commencement
Anti-Money Laundering/Anti-Terrorist Financing Compliance Program
  • Oversees the Anti-Money Laundering / Anti-Terrorist Financing (AML/ATF) compliance regime, specifically overseeing activities undertaken to comply with requirements related to PCMLTFA and FINTRAC Guidelines.
  • Develops and implements appropriate methodology and processes for the assessment of inherent risk at Questrade in keeping with regulatory requirements.
  • Reviews and makes final decisions in respect of all AML/ATF reports including those related to Suspicious/Attempted Suspicious Transaction Reports.
  • Ensures all name screening tests are run at the appropriate frequency and continue to be effective.
  • Reviews and prepares reports to the GCRC and the Board of Directors in respect of the AML/ATF program, its adequacy, any detected issues or deficiencies based on compliance testing.
Corporate and People Leadership
  • Identifies and recommends opportunities to enhance productivity and operational efficiency particularly in the area of process automation and work simplification.
  • Actively participates and contributes to corporate projects aimed at developing new products and services, providing compliance support and guidance when appropriate.
  • Joins industry committees and actively vocalizes and advocates for policy and policy changes that support the mission, vision and values of Questrade Financial Group.
  • Leads and participates actively in all compliance-related regulatory examinations, internal audit testing and audit planning.
  • Leads a compliance team staffed with compliance professionals in order to help meet the responsibilities and accountabilities of the role described above and support their career aspirations through coaching, mentoring and timely feedback.

  • Have 12-15 years of experience in progressively senior compliance roles with ideally 5 years of that time spent as an Executive leader with direct oversight of a medium sized team.
  • Have a minimum 7 years experience in a Senior Compliance role
  • Hold a University degree in business, finance, economics or related discipline
  • Have a deep understanding of applicable regulations and a proven ability to keep abreast of and pivot to address the changes and developments by monitoring industry and legislative publications
  • Have a deep understanding of Canadian-Banking regulations and guidelines (e.g., OSFI, FINTRAC, FCAC, Bank Act, AML/ATF regulations, PCMLTFA, PIPEDA, CFPOA).
  • Have strong verbal and written communication skills that illustrate the importance of compliance and how best to achieve it in accordance with the business objectives, suitable for Senior Management and Board reporting
  • Enjoy fast-paced, dynamic environments, with a proven ability to drive material change and implement process improvements that help facilitate growth.
  • Set benchmarks beyond standard practice to create best-in-class solutions and introduces them across an organization.
