Leq'a:mel First Nation is located 22 kilometers east of Mission. LFN continues to assert our inherent rights of self-government over our Territory, which covers a vast area of the lower mainland. LFN has approximately 800 members and is governed by Chief and Council through Custom Election Code. Position Summary




Leq'a:mel First Nation is seeking a skilled and dedicated Capital Project & Infrastructure Coordinator to lead the planning, development, construction and overall, all management of capital projects and municipal infrastructure services within the community.




This is a key position, responsible for coordinating project delivery, overseeing asset management planning, and ensuring compliance with applicable codes and standards. You will be instrumental in shaping the long-term sustainability of our community assets while aligning infrastructure initiatives with our values and strategic vision.

Key Responsibilities




Capital Project Management




Lead capital infrastructure projects from planning through to completion. Prepare terms of reference for hiring consultants, review consultants' proposals, select or assist in the selection, and monitor and follow up on work completed; initiate remedial action on deficiencies. Administer Band capital and special engineering contracts including preparing of contract documents (MMCD & CCDC), participate in tendering, conducting inspections and site visits, making progress payments, monitoring the work completed; take remedial action on deficiencies. Ensure record drawings are done properly, and inventory is allocated into the system. Provide cost estimates for Band works and services; review final costs of work orders for accuracy of charges; approve charges for invoicing and keep cost information. Arrange contingency plans when costs are above budget. Review, approve and administer external utility applications/permits for construction. Represent the Band in a professional capacity and function as a liaison between Council and a variety of internal and external contacts and agencies, such as representatives of other government levels or agencies. Prepare and maintain records, statistics, studies, reports and correspondence, utilizing word processing, spreadsheets, and other software on the municipal computer system, and respond to internal and external inquiries. Research, prepare and present reports to Council and/or various committee meetings; attend meetings as required. Perform other related duties as needed.

Asset Management




Develop and implement long-range asset management strategies. Maintain infrastructure asset inventories using GIS and related tools. Integrate life cycle costing into infrastructure planning and investments.

Regulatory Compliance & Reporting




Ensure compliance with engineering standards, codes, and safety regulations. Prepare funding applications, technical reports, and regulatory submissions. Fulfill reporting obligations to Indigenous Services Canada (ISC), CMHC, and other agencies.

Collaboration & Stakeholder Engagement




Coordinate with internal departments (Operations & Maintenance, Housing, Lands, Economic Development). Foster relationships with consultants, contractors, regulators, and community members. Support community engagement efforts and consult with the Chief and Council as needed.

What We're Looking For




Key Competencies




Extensive knowledge of all steps related to capital project management including determining scope, budgeting, composing requests for proposals, design, contract writing, tendering, chairing meetings, conducting field reviews and inspections, administering contracts and progress draws. Extensive knowledge of procurement and working with the MMCD and CCDC contracts. Extensive knowledge of the fundamentals of budgeting and standard costing procedures related to engineering and capital project programs and operations. Thorough knowledge of related hazards, relevant occupational health and safety regulations, safe work practices, and risk management practices. Proven ability to work independently and prioritize work assignments. Ability to conduct research, collect and analyze data and prepare technical reports; maintain records. Knowledge of asset management systems and long-term infrastructure planning. Familiarity with relevant codes, permitting, and safety standards. Exceptional communication skills, including report writing and public presentations. Proven ability to manage budgets, procurement, and contractor performance. Collaborative mindset and respect for First Nations governance and culture.

Qualifications




Degree or diploma in Civil Engineering, Building Technology or Project/Construction Management or related field. Membership, or eligibility for membership, with the Applied Science Technologists and Technicians Association of BC (ASTTBC) as an ASCT, or the Engineers and Geoscientists of BC (EGBC) as a P.Eng. 5 years of experience in capital project delivery, asset management, or public works. MMCD Certified Contract Administrator is an asset. PMP certification or equivalent training is an asset. Experience working with First Nations communities and infrastructure funding programs. Proficiency in tools such as MS Project, GIS, CAD, and asset management systems. Valid Class 5 BC Driver's License and access to transportation. Must provide a recent (within 30 days) Criminal Record Check with Vulnerable Sector clearance.

Working Conditions




Office-based with regular site visits required. Some travel and flexible hours for community events and Council meetings. Ability to manage multiple deadlines and work under pressure.
