About the Opportunity

The purpose of the Capital Program Planner - Mechanical Systems is to promote the integrity of Nova Scotia Health's mechanical building infrastructure (safety, clinical operation, cost effectiveness, and energy efficiency) in concert with the Director Maintenance & Operations' team and related programs by others. Reporting to the Manager - Building Infrastructure Planning, the Capital Program Planner will be responsible for:

  • Assessing the condition of NSH's mechanical infrastructure.
  • Ensuring that industry best practice and condition assessment protocols are performed and recorded.
  • Coordinating with applicable Clinical stakeholders to determine requirements and priorities.
  • Investigating requirements of peers and other FMS groups (principally Director of Maintenance and Operations, and Director of Clinical Engineering).
  • Assessing future clinical and industry trends.
  • Including assessment of cost effectiveness and clinical operational requirements at all times.
  • Generating planning recommendations as to where and what to invest in existing and new assets, and when to dispose of old, unsafe, and/or obsolete assets. Work is not exclusive to mechanical systems, and support to other engineering fields is expected.
  • Planning (up to and including schematic design) of all types of NSH infrastructure projects.
  • Significantly contributing to the team's asset condition assessment (FCI, and SCI) efforts is also a requirement, with emphasis on electrical systems of all types.
  • Ensuring asset condition information is communicated for update as changes occur.
  • Alignment of all planning efforts with the Nova Scotia Health, Health Services plans and associated departmental medium and long-term health care strategic objectives.
  • Planning, development, and coordination of the three Nova Scotia Health Capital Programs:
  • Repair & Renewal (R&R) Capital Program,
  • Capital Medical Equipment (CME) Capital Program, and
  • Clinical Capital (CC) Capital Program.
  • Coordination among peers and management as they concurrently contribute to the planning and implementation of the three Capital Programs.
  • Contributing to the preliminary assessment of requirements for Major Capital program projects (projects generally ranging $1.0M to $50.0M in value and not directly covered in the Department of Health & Wellness (DHW) managed Redevelopment programs submitted up through NSH leadership for consideration by DHW.
  • Coordination with Major Capital Program initiatives of other Departments in their support of Nova Scotia Health (such as Redevelopment programs)
About You

We would love to hear from you if you have the following:
  • Mechanical Engineering Degree with a Professional Engineer (P.Eng.) designation in/from Canada
  • Project Management Professional (PMP) designation from the Project Management Institute or recognized equivalent considered an asset
  • 6 years required experience in all aspects of capital program development and implementation. Experience in a large, complex, multi-stakeholder environment is preferred
  • 5 years minimum required experience in mechanical systems project planning, and design and specification development. Experience in a large institutional or healthcare environment is preferred
  • Knowledge and experience in mechanical systems including HVAC systems, fire protection and suppression systems, and building potable water systems
  • General knowledge and experience in two of the following mechanical systems including, but not necessarily limited to, steam and power generation, fuel storage and distribution, medical air systems, lifting devices, and equipment controls integration
  • Current knowledge of the National Building Code of Canada, Occupational Health & Safety Act, Environmental regulations, applicable CSA healthcare and related standards, ASHRAE, and National Fire Code
  • Ability to effectively research, prioritize and address multiple simultaneous operational concerns raised by clients (in NSH's case, Clinical services) by order of criticality while also maintaining adherence to standards and resolving potentially conflicting demand across the customer base
  • Experience preparing documents which support business case development and recommend solutions.
  • Cross-sector awareness and knowledge of drivers of solution effectiveness for special purpose assets.
  • Proven communication skills: oral and written.

Permanent, full-time position; 75 hours bi-weekly

Compensation and Incentives

$40.27 - $50.34 Hourly
