THE OPPORTUNITY
The Bylaw Officer position is responsible to ensure compliance with Municipal Bylaws and Legislation. The incumbent answers inquiries, initiates investigations and finalizes complaints; or issues violation tickets, lays charges, maintains files, compiles records, submits reports and represents the municipality in the court of law in accordance with policies and procedures as approved by the city. This position reports to the Peace Officer Sergeant.
This is a permanent full-time position. The salary range is: $69,659.20 - $82,804.80
RESPONSIBILITIES
1. Responsibility #1- Enforcement
Performs city patrol on foot, by bicycle or vehicle enforcing non-moving municipal traffic bylaws and other city bylaws and regulations, including the identification and removal of homeless encampments.
Conducts investigations and follow-up into complaints and incidents and notifies complainants of the outcome.
Issues violation tickets, lay charges; maintains files; compiles records; submits reports; responds to inquiries; liaises with prosecutors and represents the municipality in the court of law.
Responds to calls for service under municipal legislation including animal control.
Prepares reports and associated investigative paperwork.
Performs administrative duties associated with court time preparation and appearances in court.
Responds to requests for service from fire services for traffic control and enforcement of the Fire Services Bylaw.
Responds to RCMP requests for services for non-injury motor vehicle collisions or other support as required.
Tickets and tows vehicles to be removed from snow routes.
Assists with the preparation of the Houston Radar Box traffic analysis system.
Provides training or facilitating essential recertification of multiple skills including specialized equipment, first aid and control tactics for multiple agencies.
Ensure that all equipment in patrol vehicles are maintained properly.
Maintain a safe working environment and report all safety concerns to the immediate supervisor.
2. Responsibility #2 - Stakeholder Relations
Maintains positive public relations and develops, plans and implements community safety, education and enforcement programs as required.
Attends public events to maintain and preserve the public peace.
Educates and inform the public of the role and responsibilities of Enforcement Services.
Delivers proactive prevention and education programs to schools and community groups.
Liaises with and assists the RCMP and other external agencies in the areas of found property, public education and public safety.
3. Other Duties
Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
Act as a steward of the City's Corporate Culture by following the "Values, We Live By".
All employees shall always act in a safe manner and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
Employee are expected to stay current on WHMIS and other safety-related procedures.
Perform other job-related duties.
QUALIFICATIONS
REQUIRED QUALIFICATIONS:
High School Diploma and Diploma in Law Enforcement or Accredited Police Training or Basic Peace Officer Training or equivalent.
Advanced communication skills and excellent presentation skills.
Excellent interpersonal skills.
Excellent collaborative negotiation and problem-solving skills.
Knowledge enforcement procedures and tactics (i.e., OC Spray, Baton, Handcuffs, Patrol vehicle).
Knowledge of the Municipal Government Act, as well as provincial and municipal policies, procedures, and bylaws.
Knowledge of court procedures.
Ability to work effectively and professionally with all levels within the organization and externally.
Ability to exercise independence and judgement, while maintaining an enhanced level of confidentiality.
Ability to express ideas and concepts effectively and persuasively.
Strong customer service orientation and the ability to build positive, productive business relationships.
Ability to exercise tact and diplomacy in interpersonal dealings which are difficult, highly sensitive and confidential and may involve exposure to the media or public criticism.
Highly developed dispute resolution skills.
Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.
ASSET QUALIFICATIONS:
Safety Codes Training.
Pressure Point Control Tactics (PPCT) Training.
One (1) year of experience in enforcement, security, or military related experience.
CONDITIONS OF EMPLOYMENT
CONDITIONS OF EMPLOYMENT:
Class 5 Driver's License.
Must obtain a satisfactory review of a three-year Driver's Abstract, with a maximum of six demerits.
Criminal Record Check Clearance.
First Aid / CPR Certificate.
A Municipal Bylaw Officer appointment by City Manager.
IMPACT AND MAGNITUDE OF JOB (SCOPE):
This position is operational in nature in that it provides support and administration of a program across departments.
WORKING ENVIRONMENT:
Compressed work week 40 hours per week including evenings, weekends and/or statutory holidays.
Overtime is required.
Travel may be required.
Primary responsibilities are performed in a field setting.
Noise Exposure - may be exposed to noise over 85 decimals.
