Summary of Position Under the direction and reporting to the Chief Building Official this position is responsible for the administration and enforcement of municipal regulatory by-laws; Property Standards, Zoning, Clean Yard, Sign, Fencing, Noise, Garbage, Snow by-laws and the enforcement of business licenses, and all other by-laws as scheduled/required. This position is also responsible for the supervision of Crossing Guards. Qualifications
Graduate from a community college program in law and security administration and two years of various by-law enforcement experience.
Certified Municipal Law Enforcement Officer designation would be an asset.
Ontario Association of Property Standards Officer certification.
Good working knowledge of Provincial Offenses Act.
Working knowledge of legal and court processes and capable of interpretation and application of legislative provisions.
Ability to handle investigations or inquiries with sensitivity.
Conflict resolution and mediation skills.
Excellent oral and written communication skills.
Good report writing skills.
Excellent organizational skills.
Ability to exercise discretion and tact and to maintain a high degree of confidentiality.
Ability to work independently.
Class G drivers\' licence.
Computer skills relating to word processing and permit management systems.
Excellent report writing skills.
Responsibilities
Attend committee, community group, public and/or other meetings and events.
Assists in the training of new employees and training/supervision of students.
Perform general municipal enforcement duties, which include the following: Property Standards, Zoning, Clean Yard, Sign, Fencing, Noise, Garbage, Snow, Business Licenses, and all other by-laws as scheduled/required.
Issue verbal and written caution and explicitly laying charges/fines when applicable.
Mediates and resolve conflict between parties when possible.
Ability to propose creative solutions developed within legislative requirements to seek resolutions sometimes independently and also with the CBO.
Works towards conciliatory actions in enforcement situations, utilizing skills of active listening, reasoning and logic to deliver difficult information.
Prepare witness statements and conduct interviews.
Provides information, research and support for the creation and amendments to by-laws and, as appropriate, the setting of fines and short-forming process under the Provincial Offences Act.
Receive and conduct site visits to investigate complaints including follow-up visits/and correspondence.
Ensures management is aware of sensitive issues relating to by-law matters.
Serve as municipality\xe2\x80\x99s designate in court proceedings when appropriate for expert testimony.
Cross trained for the By-Law Enforcement Officer position.
Management and supervision of the Town\xe2\x80\x99s Clean Yard and Property Standards By-Law subcontractors.
Attends and gives evidence before the Property Standards Committee.
Liaises with other regulatory bodies and agencies; Municipal, County, Provincial(such as Fire, Police, Board of Health, Ministry of Environment, Landlord/Tenant Board).
Initiate legal proceedings, including filing information, issuing summoms and Crown Briefs with appropriate court.
Issue verbal and written violations, lay charges under various by-laws, maintain records, conduct/complete site inspections, gather evidence, respond to inquiries and complaints.
Ensures operating procedures and workplace safety regulations are followed to comply with the Occupational Health and Safety Act.
Carries out all duties and responsibilities using due diligence and complying with Ontario Health and Safety Act and regulations.
Responsible for the hiring, training, provision of equipment, management of schedules, performance evaluations, and completion of time sheets for School Crossing Guards.
Working conditions will vary between a standard office environment and an outdoor environment with exposure to weather conditions, noxious weeds, and unsafe building/properties.
Aware of safe work practices relating to job responsibilities and have basic understanding of the Occupational Health & Safety Act as it relates to the work environment.
Adheres to all policies and procedures for the Town.
Performs other duties as assigned by Supervisor.
