Bylaw Enforcement Officer

Big Lakes County, High Prairie, AB

The By-law Enforcement Officer is responsible for investigating and administering by-laws for Big Lakes County. Help with education and promote awareness through public interaction within the County, working towards enhancing the quality of life for the County residents.

Hours of Work: Monday-Friday 8:15am-4:00pm

Working Conditions & Physical Environment

  • Working alone in potentially dangerous situations.
  • Driving within Big Lakes County during all weather and road conditions.
  • Working in an office with frequent paperwork.
  • Use and operation of vehicles.
  • Frequent public interactions.
Working environment contains moderate risk involved with entry onto private property, dealing with angry or upset residents, properties in contravention to bylaw standards and animal control.

Key Responsibilities Include:
  • Generate compliance and cooperation with an education first approach with the public through explanation of bylaws, policies, and procedures.
  • Conduct investigations to verify and satisfy appropriate legislative and regulatory provisions.
  • Respond to and process complaints.
  • Determine appropriate enforcement actions: issue written or verbal warnings, violation or specified penalty tickets, clean up orders.
  • Correct problems when orders are not obeyed by arranging for required work to be done and invoicing the property owner.
  • Prepare files and court briefs; provide evidence in court as required.
  • Appear in court and give testimony related to the prosecution of bylaw offenders.
  • Under the direction of the Animal Control Officer, perform Animal Control duties.
  • Follow-up as required with delegated tasks given to the Peace Officers.
  • Keep in contact with Peace Officers throughout the month and collect monthly reports from Peace Officers; reports to be given to Director of Community & Protective Services.
  • Coordinate PO\'s during specified events and or County specific tasks designated by the County for their allotted 20 hours per month to the County.
  • Perform other related duties as required.
Requirements:

Education & Experience
  • Minimum of High School or equivalent.
  • Minimum 2 years of related experience.
  • Specialized Bylaw Enforcement training would be an asset such as; Officer Safety Training, Illegal Development, Ethic\'s & Communications for Enforcement, Unsightly Properties, MGA orders & Documents, Property Awareness.
  • Working knowledge of the provincial court system.
  • Knowledge of proper investigative and interviewing techniques.
  • Clean valid driver\'s license and Drivers Abstract.
  • Current Standard First Aid Certificate.
  • Provide a Criminal Records Check (vulnerable sector).
  • Computer skills.

  • Strong oral and written communication skills.
  • Good observation, problem solving and decision-making skills.
  • The ability to work with a minimum of supervision.
  • The ability to react quickly and with good judgment.
