Position Summary
The By-Law Enforcement Officer is responsible for enforcing municipal by-laws and regulations to ensure compliance and maintain community standards. This role involves investigating complaints, issuing warnings, orders, and penalties, conducting inspections, and educating the public on by-law requirements. The By-Law Enforcement Officer works collaboratively with municipal departments and law enforcement agencies to address by-law infractions effectively.
Key Responsibilities
Investigate complaints related to municipal by-laws, including parking, property standards, noise, animal control, adequate heat, vital service, zoning, and licensing.
Conduct site inspections to assess compliance and issue notices, warnings, orders, or penalties as required for all municipal by-laws including Business Licensing.
Prepare and maintain accurate records of investigations, enforcement actions, and case files.
Maintain the parking program by ensuring equipment is functioning in good working order and assisting the public in the proper use of the machines.
Complete cash handling tasks such as the collection of coins from parking machines and meters, and collection of dog and cat license sales.
Respond to public inquiries and educate residents, businesses, and interest-holders through daily interactions and during special events on municipal by-laws and compliance requirements professionally, ensuring timely resolution of issues.
Issue Penalty Notices, orders, and summons in accordance with municipal and provincial legislation.
Represent the municipality in court proceedings, hearings, quasi-judicial proceedings, or appeals as required including the preparation and presentation of evidence.
Collaborate with internal departments, contracted services, law enforcement, and community organizations to resolve by-law concerns.
Assist in the review and development of municipal by-laws, providing recommendations based on enforcement experience.
Maintain knowledge of relevant legislation and regulations in municipal law enforcement.

Position Requirements
Education & Certifications
Diploma in Municipal Law Enforcement, Policing Program, or equivalent.
Municipal Law Enforcement Officer Certification, or ability to obtain.
Certified Property Standards Officer, or ability to obtain.
Valid Ontario Class "G" driver's license.
Experience
Minimum 2 years of experience in law enforcement, security, loss prevention, regulatory compliance, or municipal by-law enforcement.
An equivalent combination of education and experience may be considered.
Knowledge, Skills, and Abilities
Regulatory Expertise: Strong understanding of municipal by-laws, provincial legislation, use of force model, and enforcement procedures.
Investigation Skills: Ability to assess complaints, gather evidence, and conduct thorough investigations.
Communication: Excellent verbal and written communication skills for preparing reports and interacting with the public.
Conflict Resolution: Strong ability to handle disputes, negotiate compliance, and de-escalate tense situations.
Attention to Detail: High level of accuracy in documenting investigations and issuing enforcement notices.
Decision-Making: Sound judgement in assessing situations and applying appropriate enforcement actions.
Technical Proficiency: Proficiency in Microsoft Office applications, familiarity with using automated ticket devices as well as a municipal software.
Collaboration: Ability to work effectively with municipal staff, law enforcement agencies, and the public.
Working Conditions
Work is performed in both an office and field environments, including residential, commercial, and public spaces. Occasional travel to attend training, professional development events, and inter-municipal meetings.
Shift work, including days, evenings, weekends and holidays.
This role involves potential exposure to confrontational situations, dangerous dogs and dog bites, various weather conditions, including extreme heat, cold, and inclement weather, hoarding situations, pests, mould, vermin, buildings with structural inadequacy, and overall hazardous situations.
Cognitive demands include using judgment in applying by-laws fairly, especially when discretion is required, problem-solving to de-escalate conflicts or find solutions for non-compliant situations and assessing risk to evaluate the safety of situations.
Physical demands include regular walking, running, bending, crawling, jumping, lifting, biking, and extended periods of sitting and looking at a computer screen.
