The West Vancouver Bylaw and Licensing Department is currently seeking a full-time Bylaw & Licensing Services Supervisor to join our highly qualified team. This is supervisory, investigative and regulatory work involving responsibility for administering the day-to-day operations of the Bylaw & Licensing Services Department.
The successful candidate will be responsible for:Planning, assigning, supervising and participating in the work of a group of subordinates engaged in bylaw and licensing enforcement tasks.
Developing and recommending modifications to the organizational structure, and operating policies and procedures for the department.
Developing and recommending amendments to existing District bylaws and related regulations, policies and procedures which are administered by the bylaw department.
Undertaking the investigation and resolution of complaints received.
Participating in the development of operating and capital budgets for sections of the department and upon approval, administering approved budgets to ensure cost control and effective utilization of resources.
Preparing reports and recommendations for submission to Council on bylaws, policies and procedures when legal action is considered necessary to resolve issues.
Performing other related duties as required.
The preferred candidate will possess or have the ability to obtain and retain the following:Considerable knowledge of departmental policies, rules and practices related to the work performed.
Ability to prepare and present written and oral reports including recommendations for submission to Council and to prepare and, upon approval, administer section budgets.
Ability to supervise and participate in the work of a group of bylaw and licensing staff.
Ability to exercise sound judgment, to resolve problems, and to make decisions in accordance with the applicable rules, regulations, policies, and procedures.
Ability to review, develop and upon approval, implement new or improved systems and procedures to improve efficiencies for staffing.
Ability to meet deadlines and to function effectively during busy periods.
Ability to deal courteously and effectively with the public, staff, and stakeholders.
The successful candidate will hold a completion of Grade 12, supplemented by courses in court proceedings and bylaw administration plus considerable related experience in inspection and enforcement work or an equivalent combination of training and experience. A class 5 Driver's License valid for the Province of British Columbia is required. (This position has a pay structure with five steps which increase after certain hours.)
