SCOPE
Reporting to the Senior Director, Procurement Services, the incumbent procures in an efficient, effective and ethical manner the goods and services required by the University, within the assigned procurement categories, through the application of accepted procurement policies, methods, techniques, and legislative requirements in order to arrive at the most appropriate procurement agreement.

PRIMARY RESPONSIBILITIES

  • Plan, organize, and execute the acquisition process for goods and services within delegated authority.
  • Advise members of the University regarding policies, procedures, and responsibilities of the department relative to the community.
  • Review and evaluate purchase requisitions and where necessary confer with the client regarding their requirements, specifications, delivery requirements, and recommend alternate source of supply or product.
  • Ensure that the acquisition process is competitive and complies with the appropriate university\'s policies and procedures and is conducted within the professional code of ethics. Ensure compliance with provincial legislation governing public procurement.
  • Develop in conjunction with internal customers, the contracting strategies and techniques to optimize the acquisition process for the specific class of goods and services required.
  • Research information on market structure, conditions and material available to develop and recommend procurement programs where advantageous to the University.
  • Negotiate and administer contracts directly with suppliers, in formal and informal situations to ensure compliance and resolve any contract issues which may arise.
  • Conduct competitive bid processes. Prepare Call for Tenders and Request for Proposals documents, make economic and vendor selection analyses and develop and award contracts.
  • Develop sound knowledge on product development and technology regarding materials and services of present and future interest to the University and make recommendations in close cooperation with the user departments.
QUALIFICATIONS
  • Bachelor\'s degree in Commerce, Business Administration or in a field related to the primary responsibilities with two to four years of related work experience in the procurement field.
  • Experience working in an integrated computerized environment.
  • Previous work experience in a University environment is an asset.
  • Good knowledge (Level 4) of spoken and written English in order to communicate with clients and suppliers, write correspondence and reports, and prepare tenders and contracts. Good knowledge (Level 4) of spoken and written French to communicate with vendors and suppliers.
  • Good knowledge (Intermediate level) of Excel (to create and modify spreadsheets and charts and to enhance worksheets) and of Word (to create and format documents).
  • Knowledge and work experience with SAP/Ariba software an asset.
  • Working knowledge of Procurement Information Systems applications.
  • Excellent negotiation skills and sound business judgment.
  • Excellent interpersonal skills; ability to work independently and in a team environment and to interact effectively with internal and external communities.
  • Outstanding organizational skills; ability to prioritize work and to perform well under pressure.
  • Knowledge and work experience with provincial public procurement regulations desirable.
