As a Buyer, you will follow policies and procedures in support of Supply Managements corporate role while working collaboratively with City department clients. Primary duties include:Conduct procurement processes in a fair, open and transparent manner. Develop sourcing and contract management strategies, educating and leading the client through the procurement process. This includes management of end-to-end procurements, including but not limited to composing Request For documents (RFx) of all types, facilitating the evaluation, negotiation, and award processes and contract lifecycle maintenance. Partner with Business Unit clients to maintain and negotiate additional value add on existing City contracts. Apply relevant procurement legislation, trade agreements, and City Policies to procurement processes, strategies and ensure consistency of documentation. Develop positive client, supplier, and internal procurement relationships. Exercise independent judgment while applying procurement principles and practices. Develop actions for cost reduction and cost avoidance. Establish supplier relations; enhance and evaluate contracts.


Qualifications

The successful applicant must have one of the following combinations of education and experience: + A degree preferably in Supply Chain Management, Finance, Business, Legal Studies with at least 1 year professional procurement experience in an organization of similar complexity and diversity; OR
+ Supply Chain Management Professional designation (SCMP) with at least 1 year professional procurement experience in an organization of similar complexity and diversity; OR
+ A completed 2 year diploma preferably in Supply Chain Management, Finance, Business or Legal Studies with at least 2 years of professional procurement experience in an organization of similar complexity and diversity; OR
+ A High School diploma or equivalency (For example: GED) with a certification in any of the following: Logistics, Certified Supply Chain Professional (CSCP) from American Production & Inventory Control Society (APICS), Supply Management Training (SMT) from Supply Chain Canada, Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or National Education Consulting Inc. level 2, supplemented with at least 3 years of professional procurement experience in an organization of similar complexity and diversity; OR
+ A High School diploma and working towards an SCMP Designation with a minimum of 2 courses or workshops completed within last 12 months supplemented with at least 4 years of professional procurement experience in an organization of similar complexity and diversity.
Experience in RFx development, competitive bidding, negotiating, contract drafting, and supplier management is required. Previous experience with PeopleSoft Financial and Supply Chain Management (FSCM), SAP Ariba (Sourcing and Contracts) or equivalent enterprise system will be considered an asset. Experience in professional public sector procurement, contract law, and trade agreements are preferred. Proactive and positive customer-service approach, while being creative, adaptable, flexible, resilient, and professional with high work standards, strong communication skills and excellent time management.

Position Type: 6 Temporary (up to 22 months)
Location: Various

Compensation: Pay Grade 9 $40.18 - 53.76 per hour
Out-of-Schedule Rates: $42.22 - 56.46 per hour. This position is
presently paid at an Out-of-Schedule rate to reflect current
market conditions. Should market conditions change,
the salary may be reviewed and may revert to the base rate.
Days of Work: This position typically works a 5 day
work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35-hour work week
