Our vision is to be a recognized leader in service and public protection that delivers trusted, accessible, modern programs, and contributes to Nova Scotia as a safe and desirable place to live, work and do business.About Our OpportunityReporting to the Manager, Business Licensing and Compliance, the Licensing Officer (LO) is responsible for all aspects of license administration, including adjudicating renewals and new applications for businesses and individuals under the following seven pieces of legislation: Embalmers and Funeral Directors Act, Cemetery and Funeral Services Act, Mortgage Regulation Act, Consumer Reporting Act, Direct Sellers Registration Act, Collection Agencies Act and the Consumer Protection Act. This includes nine distinct types of business licenses and four different types of individual licenses.The LO performs all facets of licensing to provide efficient client service to businesses and individuals including responding to email and phone inquiries from licensees, their representatives, and the public. The LO responds to questions and complaints about regulatory compliance. The LO participates in processes to review the Acts administered by assisting in the identification and development of changes to legislation and regulations.The LO provides input to the Senior Licensing Officer and the Manager regarding the operation and procedures within Business Licensing unit.Primary AccountabilitiesIn this position you can expect to:

  • Manage and approve new license, permit, and registration applications under seven statutes.
  • Prioritize effectively to meet service standards while ensuring regulatory compliance.
  • Review digital adjudications, coordinate issue resolution, and assist with applicant eligibility for programs.
  • Improve processes to support effective program delivery and implementation.
  • Assess applicant eligibility for various licenses.
  • Review detailed documents such as contracts, trust agreements, criminal record checks, and bonds to ensure compliance with legislative requirements.
  • Develop information materials (guides and manuals) related to licensing requirements and procedures.
  • Review consumer and business complaints, communicate with stakeholders, and respond to inquiries.
  • Coordinate program implementation and assist with program evaluation.
  • Identify inspection targets, address complaints, and prepare directives related to regulatory non-compliance.
  • Provide licensing and AMANDA system subject matter expertise with Cyber Security and Digital Solutions (CSDS) and the Licensing team.
  • Responsible for supporting the implementation of program modernization initiatives such as the implementation of business plan initiatives, new legislation, streamlining licensing requirements, electronic applications and technical changes to the AMANDA platform to make it easier for businesses to interact with government.
  • Provide backup support to Sr. LO and respond to licensing and mortgage phone/email inquiries.
  • Perform other related duties as required, such as supervision of record retention/disposal, large mailouts, general mail distribution, ordering office supplies, processing financial invoices, and other operational activities.
Qualifications and ExperienceCompletion of a university degree in related training plus three (3) years of related experience or an equivalent combination of training and experience may be acceptable.Experience in a regulatory environment, reviewing interpretation of legislation, and a basic knowledge of business. Understanding of accounting principles and the ability to understand the contents of financial statements.Strong analytical skills and the ability to develop practical solutions to issues resulting from changes in business sector practices. High degree of resourcefulness, initiative, decisiveness, self-reliance, organizational skills and the ability to work with minimal supervision. Well developed writing, verbal, and listening skills.You must be computer literate and have working experience with software programs including Microsoft Office.Ability to interpret, review and understand legislation and apply licensing requirements, assess license applications, and apply legislative provisions to various business sectors, while attempting to elicit the highest level of compliance from companies regulated by the Department.Must be able to assess the workload and focus on the most urgent tasks, as well as respond quickly to changing priorities. Must be always objective in approach and pay attention to detail.
