Description

Leads requirements discovery, backlog refinement, prototype testing, and supports business process design for the LTCCDD Alpha Phase. Facilitates stakeholder engagement, develops decision-ready business analysis artefacts, and ensures alignment with OPS methodologies, enterprise architecture standards, and Discovery findings.





Deliverables:


Lead and conduct business analysis across Alpha and early Beta/MVP planning, ensuring all documentation and analysis align with OPS Unified I&IT Project Management Methodology, Enterprise Architecture, Gating processes, and Agile/OPS development standards. Develop, document, refine, and maintain business requirements, including functional, non-functional, regulatory, compliance, and data requirements, ensuring traceability from Discovery outputs to Alpha prototypes and into MVP backlog preparation.

Elicit, analyze, and synthesize requirements using advanced business analysis techniques (use cases, conceptual/logical data models, process & data flow modelling, business rules, transformation analysis, non-functional requirements). Translate Discovery insights (journey maps, service patterns, user research, validated needs) into actionable Alpha-phase requirements and service designs, ensuring continuity and reusability of Discovery outputs.

Bring a design-oriented, user-centred perspective to requirements discovery, ensuring business processes and Alpha prototypes are shaped using service design and UX techniques (journey mapping, service blueprints, usability testing, scenario exploration).

Facilitate stakeholder engagement sessions, including workshops, interviews, and working groups with MLTC program areas, HSC, the vendor team, and technical stakeholders to clarify requirements, refine assumptions, validate processes, and resolve issues.

Analyse prototype and user testing feedback, documenting insights, impacts, and revisions to requirements, business rules, and process flows to support iterative Alpha development.

Prepare decision-ready documentation (options analysis, recommendations, business impacts, readiness considerations) for governance bodies (PSC, JESC, and ARB as applicable), supporting the PM and Architect in ensuring alignment to OPS expectations.

Develop future-state business and service process models, incorporating Discovery findings, Alpha learnings, enterprise standards, and expected future regulatory/business operating models.

Collaborate closely with architecture to ensure requirements are technically feasible, aligned with OPS EA artefacts, TRA, GovTechON target state, data/information architecture, and digital health standards where relevant. Support backlog creation and refinement for Beta/MVP, ensuring Alpha outputs (requirements, models, user journeys, data needs) are structured for reuse and converted into clear, testable user stories and acceptance criteria.

Identify and document risks, issues, assumptions, and dependencies related to business requirements, service design, prototype testing, and stakeholder impacts; recommend mitigation strategies.

Develop or contribute to user documentation and operational readiness materials, ensuring program areas have the necessary clarity regarding business process changes emerging from Alpha.


Provide BA-specific reporting to I&IT management, PM, and program leadership, including updates on requirement maturity, decision inputs, progress against plan, and emerging complexities requiring governance attention.


Promote and apply OPS digital and accessibility standards, ensuring BA outputs support compliance with the Ontario Digital Service Standard, AODA, privacy, and security requirements.

Experience Requirements



Public Sector Experience




5+ years of experience in all of the following:




Leading and

supporting federal, provincial, or broader public sector healthcare-related

projects, including large, complex IT health initiatives.


Working within

public sector I&IT project practices such as OPS Unified I&IT Project

Management Methodology, Enterprise Architecture, Gating processes, and

standard systems development methodologies.


Working within

Ministry policy and IT project approval processes, including preparation of

decision-ready materials for governance and approvals.


Ensuring

alignment with GO-ITS, Digital Health standards, and internal branch

guidelines where applicable.

5+ years of experience in the following:




Providing

analytical and coordination support to Project Managers and Architects,

including the preparation of project artefacts, status updates, risk/issue

documentation, and ensuring alignment between business requirements and

overall project delivery.


Leading and

conducting business analysis to assess client problems and opportunities,

document requirements, and translate them into viable technology solutions in

health and regulatory program contexts.


Demonstrated

ability to bring a design-oriented, user-centred perspective to requirements

discovery and solution development, ensuring prototypes and business

processes are shaped with user experience and service design principles at

the forefront (e.g., journey mapping, service blueprints, usability testing,

user research interpretation).


Experience

working across Discovery, Alpha, and planning for Beta/MVP phases, including

prototyping, user testing, and progressively refining requirements and

documentation as solutions evolve.


Conducting

analysis across all phases of the project lifecycle, including requirements

gathering, business/process modelling, transformation analysis, solution

evaluation, and continual refinement of documentation to support iterative

delivery.


Developing and

updating business processes, user documentation, and operational procedures

to support smooth implementation of changes while minimizing impacts on

business operations.


Providing

I&IT business analysis leadership and advisory services for initiatives

such as business needs assessments, feasibility studies, cost-benefit

analyses, and business case development.


Creating and

maintaining requirements, specifications, and impact analyses for supported

solutions, including upgrades and new functionality.


Applying

advanced business modelling techniques (e.g., use cases, conceptual/logical

data models, process/data flow modelling, business rules, non-functional

requirements) to define solution scope and design in complex

health/regulatory environments.


Promoting the

effective application of I&IT techniques to solve business challenges and

offering strategic advice and improvement options to stakeholders.


Monitoring

project progress from a BA lens, proactively resolving analysis-related

issues, and providing regular BA-focused reporting to I&IT management and

executive decision makers.
