Responsibilities:



Provide a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.



Interact with business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.



Prepare and advise on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.





General Skills:



Lead and conduct business analysis in order to assess client's business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.



Apply re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches Lead and conduct business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies Develops strategies.



Prepare business cases and cost-benefit analysis, and conduct feasibility studies for business I&IT initiatives Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.



Conduct business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects Monitors progress.



Resolve problems and report regularly to I&IT management and stakeholders Develop performance measures and traceability matrices for business analysis evaluation and conduct follow-up Experience developing strategies, preparing business cases and cost-benefit analysis.



Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement.



Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.



Awareness of emerging I&IT trends and technologies.



Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.



A team player with a track record for meeting deadlines.





Desirable Skills:



Experience in the use of information retrieval packages.



Knowledge and understanding of Information Management principles, concepts, policies and practices.



Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.



Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping.



Experience in structured, object oriented and agile methodologies for user requirements.



Experience developing performance measures for business analysis evaluation and subsequent follow-up.



Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.

EXPERIENCE REQUIREMENTS



RESPONSIBILITIES: - 40%

RESPONSIBLE FOR THE DEVELOPMENT, WRITING AND EDITING OF THE RFB BY WORKING CLOSELY WITH THE PROJECT TEAM.

RESPONSIBLE FOR RFB CONTENT QUALITY, INCORPORATING PROJECT TEAM FEEDBACK, MAKING ALL REQUIRED UPDATES TO THE RFB DOCUMENTS IN A TIMELY MANNER. INCLUDES MAKING COMPLEX LANGUAGE EASY TO UNDERSTAND, WRITING IN PLAIN LANGUAGE, AND MAKING THE INFORMATION ACCESSIBLE TO ALL.

ENSURE THAT ACTIVITIES ARE UNDERTAKEN FOLLOWING THE CLIENT'S STANDARD PROCUREMENT PROCESSES WHILE LEVERAGING THE BEST PRACTICES, TOOLS, METHODS AND APPROACHES.

PROVIDE KNOWLEDGE TRANSFER, ADVICE, COACHING AND FACILITATION.

PREPARE DOCUMENTS AND ASSOCIATED BRIEFING MATERIALS.

REVIEW TO ENSURE QUALITY OF RFB DOCUMENTS ARE STRUCTURED TO SUCCESSFULLY DELIVER THE EXPECTED BUSINESS RESULTS.

COACH AND FACILITATE THE DEVELOPMENT OF SCOPE STATEMENTS, BUSINESS OBJECTIVES AND REQUIREMENTS WITH THE PROJECT TEAM, PROVIDING EXPERTISE AND ADVICE AND ENSURING THE PROCUREMENT OPPORTUNITY IS IDENTIFIED IN CLEAR TERMS, PROVIDING CERTAINTY OF SCOPE, TIMING, OBJECTIVES AND OTHER CRITICAL BUSINESS INFORMATION.

ENSURE THAT THE DELIVERABLES ALIGN TO THE RECOMMENDATIONS AND GUIDANCE IDENTIFIED BY THE CLIENT AND SUPPLY ONTARIO, TO ENSURE THAT THE PROCUREMENT DOCUMENTS ARE STRUCTURED TO BE FAIR AND OPEN, AND TRANSPARENT TO THE VENDOR COMMUNITY.

ENSURE THAT PROCUREMENT DOCUMENTS CLEARLY AND APPROPRIATELY EXPLAIN THE INTENDED SCOPE, REQUIREMENTS AND DELIVERABLES.

FACILITATE TEAM REVIEWS AND APPROVALS OF DRAFT PROCUREMENT DOCUMENTS AND MAKE REQUIRED UPDATES.

PARTICIPATE IN MEETINGS WITH SENIOR MANAGEMENT AS REQUIRED.

IDENTIFY CRITICAL SUCCESS FACTORS WITH THE PROJECT TEAM TO INFORM THE PROCUREMENT SUCCESS.

ASSIST WITH FACILITATION OF CONSENSUS MEETINGS.

PROVIDE ADVICE ON STATEMENT OF WORK (SOW).

SUPPORT TEAM IN ONBOARDING OF SUCCESSFUL VENDOR.

ABILITY TO WORK IN A FAST-PACED ENVIRONMENT AND CAN WORK UNDER PRESSURE.

EXPERIENCED IN STANDARD MICROSOFT SUITE OF TOOLS WITH ADVANCED EXCEL SKILLS.


DELIVERABLES:

A. SUPPORT RFB DRAFT DOCUMENTS - 20%



REVIEW AND MAKE CHANGES TO THE INITIAL RFB DRAFT PACKAGE BASED ON TEAM INPUT AND APPROVER REVIEWS TO CREATE THE FINAL RFB DRAFT PACKAGE.

PARTICIPATE IN EXECUTIVE/MANAGEMENT BRIEFINGS RELATED TO THE FINAL DRAFT RFB PACKAGE AND ASSIST IN PREPARING RELATED BRIEFING MATERIALS.

ENSURE THE EVALUATION AND CONTRACT AWARD PROCESSES ARE CLEARLY DOCUMENTED TO ENABLE THE CLIENT TO ACHIEVE ITS INTENDED BUSINESS OBJECTIVES.

REVIEW, MODIFY, CONVERT AND TEST OPTIONS WITH ASSOCIATED IMPLICATIONS FOR WEIGHTING FRAMEWORKS AND POINTS DISTRIBUTION ACCOMPANIED BY RECOMMENDATIONS.

DEVELOP FINAL RFB PACKAGE ENCOMPASSING THE ABOVE TOGETHER WITH ISSUES, RISKS AND MITIGATIONS STRATEGIES IDENTIFIED, AS APPROPRIATE.

DEVELOP ADDITIONAL RFB TOOLS AND MATERIALS AS REQUESTED.


B. RFB EVALUATION DOCUMENTS AND VENDOR INFORMATION SESSIONS - 20%



PREPARE EVALUATION TOOLKITS WITH EXCEL SCORING WORKBOOKS AND INSTRUCTIONS.

ATTEND EVALUATOR TRAINING SESSIONS.

FACILITATE EVALUATOR BRIEFING.

FACILITATE THE DEVELOPMENT OF QUESTIONS FOR POTENTIAL VENDOR INTERVIEWS AND PREPARE LETTERS INVITING POTENTIAL VENDORS, DETAILING THE PROCESS AND QUESTIONS.

ASSIST WITH FACILITATION OF CONSENSUS MEETINGS, COMPOSE FINAL EVALUATOR COMMENTS.

ATTEND VENDOR INFORMATION SESSION(S), COMPOSE SESSION NOTES AND PREPARE FOR ISSUANCE.

MONITOR ANY POTENTIAL VENDOR PARTICIPATION IN INTERVIEWS, PRESENTATION AND OTHER EVALUATING MATERIALS.

FACILITATE RFB ADDENDA WITH PROJECT TEAM.


C. FACILITATE THE LIMITED CONTRACT NEGOTIATION AND CONTRACT AWARD ACTIVITIES - 20%



ASSIST IN THE VALIDATION OF COMMERCIAL RESPONSES FROM BIDDERS.

FACILITATE DOCUMENT PREPARATION FOR BID CLARIFICATION IF REQUIRED.

ASSIST IN FINAL EVALUATION ACTIVITIES AND DOCUMENTATION.

FACILITATE AND ASSIST IN LIMITED CONTRACT NEGOTIATION ACTIVITIES AS REQUIRED.

PREPARE BRIEFING NOTES AND SUMMARIES FOR MANAGEMENT AND DECISION.

ASSIST IN FINAL CONTRACT PREPARATION ACTIVITIES.
