Job Summary Provide full level of specialization in own functional area and third-level technical and operational systems support, advice, and assistance to clients. Provide expertise in the development and implementation of changes and customer service enhancements. Participate and/or co-ordinate the design and implementation of changes and customer service enhancements, including- technical feasibility assessment, business process modelling, development, inter-subsystem and intra-subsystem interface, design modeling, design consistency, testing, configuration, documentation, implementation, and maintenance of various information systems/ productivity tools/ customer service enhancements, policies, standards, guidelines, and recommended practices. Assist in analyses, planning, specifications, definitions, systems interface, and other technical requirements for new software/ applications/ database/ operating system/ hardware initiatives to ensure current and future interoperability with NAV CANADA systems/engineering infrastructure. Will act as team lead and/or project coordinator for various moderately complex to complex projects to implement new applications and/or change management projects.



Key Accountabilities:

Strategy and Planning

  • Assists in the development of the initiatives (projects and lifecycle), and assist in the formulation of innovative forward-thinking strategies, plans and system roadmaps to advance business needs and reduce costs.
  • Participates in the execution of business case, business proposal development and feasibility studies. Contributes to the development of specifications and evaluation criteria for inclusion in requests for proposal and other contracting documents, providing input to acquire solutions, professional and consulting services, participating in the evaluation of vendor proposals/bids. Participates in assessing the business, technical and economic viability, and practicality of the solutions in meeting client requirements.
  • Provides input on recommendations to Management on investments or investment avoidance that typically involve strategic initiatives characterized as multi-year, multimillion dollar and / or involving multiple NAV CANADA business units.
  • Keep abreast of emerging computing trends, evolving business processes, external vendor solutions and technology platforms specific to areas of specialization.
Design and Implementation
  • Contributes to the development of business process definition, including eliciting current state processes, analysis of the current business environment and facilitating the definition of future state processes and recommendations that are valid, traceable, and justifiable.
  • Participates in the development of detailed requirements, functional specifications, and application configurations. Undertake/or liaise with change and project teams engaged in the design/development of application, infrastructure and technology solutions, software installations. Contribute to system testing and documentation requirements; developing, documenting, and performing test cases and test scripts to identify and correct issues or to verify desired functionality.
Systems Life Cycle Support
  • Participate in making and/or overseeing modifications to existing business process and/or application configurations, specify, test and implement application, infrastructure and technology solutions; to rectify deficiencies, to meet new business and/or operational processes and requirements, to maintain operability, reliability, security, configuration management, to improve performance or reduce costs in accordance with IM and/or Engineering standards and procedures. Ensures service levels are met.
  • Assist in providing functional leadership and recommendations contributing to the development and implementation of relevant NAV CANADA policies, technical procedures, service levels and tools.
Team Leadership / People Development
  • Assist in guiding and developing junior team members.
  • May act as functional lead and or project coordinator for moderately complex projects or work, assigning tasks, and monitoring completion.
  • Provides opinion and recommendations to management on issues affecting the dynamics/productivity of the team.
Quality / Standards Compliance
  • Actively promote a Safety and Quality culture within the Specialty which ultimately will be reflected in the quality of the finished product delivered to the client groups.
  • Contribute to the creation of plans and procedures which align with Engineering ISO Processes and/or Information Management (IM) ITIL Processes, and General Computing Controls
Education:
Graduated from a recognized university or college with a degree/certification in Computer Sciences/Information Technology, Business Administration, MBA and/or Aviation and at least 3 years experience OR an acceptable combination of education, related experience, and training.

PMP or CAPM certification an asset.

Experience:
  • 3+ years of progressive experience as a business analyst in an enterprise environment working with business and technical stakeholders involved in new product introduction, and the lifecycle maintenance and support activities one or more products
  • 3+ years of progressive experience in developing, supporting, and enhancing business processes within Information Management or related area
  • 1+ years progressive experience working on projects preferably in a project coordinator role
  • Experience in implementing and supporting custom cloud-based web application solutions
  • Experience leading business process modelling exercises, developing Business requirements, analyzing and documenting functional requirements and non-functional requirements
  • Experience in participating in the design, integration, and implementation of applications
  • Experience with the Azure DevOps test automation tool in a practical implementation is an asset
  • Significant and recent experience developing test cases/acceptance criteria and performing all levels of testing and defect management
  • Experience with integrated project team delivery, coordinating deliverables and contributing to strategy/planning with management
  • Significant experience utilizing Microsoft Office Suite, Microsoft Project, Microsoft Azure
Knowledge:
  • Knowledge of business analysis methodologies, practices, tools, and techniques
  • Knowledge of data management platforms such as Oracle and SQL
  • Knowledge of modern software development life cycle processes, practices, and techniques, including Scaled Agile SAFe using Azure DevOps
  • Knowledge of traditional system development methodologies and techniques
  • Knowledge of software configuration management processes, practices, tools, and techniques.
  • Knowledge of project management methodologies such as PMBOK Guide is an asset
  • Knowledge and experience with IM ITIL and GCC frameworks and processes and/or knowledge of Engineering ISO processes is an asset
  • Knowledge of cybersecurity considerations in systems
  • Knowledge of industry trends, developments and business policies, processes, workflows, and systems in functional area of specialization
  • Knowledge of supported corporate systems including applications and infrastructure on premise and in cloud-based environments

Working Conditions
  • Typically conducted in a standard open office environment using computer-based tools
  • Numerous active projects / assignments and multi-tasking is required
  • Periods in the design when a high degree of concentration is required but those periods can usually be scheduled so that interruptions are manageable
  • Time pressures are tight with multiple deadlines, but the Business Analysis has a measure of control over the sequencing of work schedule.

This position is based at the Ottawa Logistics Center but may be eligible for a flexible work arrangement.
