About Our Opportunity

Reporting to the Manager of Service Design & Delivery, you are responsible for the continued evolution of the business application and support processes to ensure the overall solution and supporting technology continues to meet strategic and operational goals of the programs served, meets user needs, and provides better outcomes for Nova Scotians in a digital era.

As the Business Analyst, you will:

  • Be part of a multi-disciplinary team working alongside analysts / designers, developers, and service operations,
  • Be a subject matter expert in business requirement and system analysis,
  • Utilize both your business and technical expertise to understand and communicate business requirements while being a champion for continuous improvement,
  • Work collaboratively with business partners, as well as the application delivery and support team to understand business objectives and to make recommendations for the most effective ways to use information technology to improve service delivery and effectively achieve business objectives,
  • Identify solutions and assist with the implementation of strategic business process improvements to realize program and operational efficiencies, improve client service, and attain strategic goals,
  • Understand and work effectively throughout all phases of the System Development Life Cycle (SDLC), performing tasks ranging from requirements elicitation, analysis, design, prototyping, testing (functional / integration / user acceptance), and providing ongoing system support,
  • Coach and mentor team members,
  • Contribute to data models design, and write SQL to migrate, convert or extract data,
  • Collaborate with application delivery and support team to identify, investigate, plan, and resolve service issues.

Qualifications and Experience

To be successful in this role, you have graduated from a recognized university with a Bachelor of Science degree in Computer Science, plus a minimum of three (3) years related experience; or graduated from a recognized Information Technology Diploma program in addition to three and a half (3.5) years' experience, or an equivalent combination of training and experience.

You can demonstrate, with experience, the following qualifications:

-Solid understanding of business analysis and project management methodologies, and possess strong organizational and planning skills,
-Exceptional interpersonal, consensus and team building skills, with the ability to interact effectively and develop relationships with business partners, team members, and contracted staff,
-Exceptional Interviewing, analysis, and report writing skills,
-Plan, facilitate and lead workshops with internal and external participants, and facilitate decision making with the business,
-Lead and complete the preparation and documentation of business requirements, business process definitions, workflow processes and data models, system specifications, and implementation plans,
-Developing and launching digital products to customers using principles of user research, usability design, analytics, accessibility, and agile development.
-Provide expertise and advice on behalf of clients to development and technical specialists,
-Experience with Oracle (18c), PL/SQL, and writing SQL scripts,
-Knowledge of system and data security,
-Knowledge of software architecture, networking, and communications,
-Involvement in all phases of the System Development Life Cycle (SDLC), including requirements elicitation, analysis, design, prototyping, writing technical specifications, test planning, test execution and facilitation (functional / integration / uat), and providing post-production support,
-Problem solving, analytical thinking, decision making, and ability to manage complex and sometimes competing needs.

The following will be considered as asset qualifications:

-Expertise in Design Thinking and/or Human-Centered Design
-Business Analysis and/or Project Management training or certification

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Pay Grade: PR 14

Salary Range: $2,563.74 - $3,121.84 Bi-Weekly
