JOB SUMMARY


Building Code Services is responsible for administering and enforcing the Building Code Act and Ontario Building Code, including establishing operational policies and service delivery standards for the enforcement of the Act and Code, overseeing the enforcement of the Act and Code, and exercising the statutory powers and performing the duties assigned under the Act and Code. Building Code Services is also responsible for development, application and enforcement of various regulatory standards for development related structures and services, such as signs, municipal addressing, pool enclosures, etc., and the remediation of buildings formerly used as marijuana grow operations. You are responsible for the provision of technical and operational support to the permit approval processes, the inspection processes, the compliance reporting service, access and release of building permit records and information, the enforcement processes, and claims response activities of the branch. You provide content expertise at all client service centers and respond to requests for service regarding branch services and activities including application processing, verification of civic addresses, inspections processes, appeal procedures, fees and charges, view and release of building permit records, agency letters of approval, compliance reporting, and enforcement and claims activities.

EDUCATION AND EXPERIENCE


Completion of 2 year community college diploma in Architectural / Urban and Regional Planning, Legal or Business / Public Administration Minimum of 3 years of progressive experience directly related to providing customer service, including a minimum of 1 year in delivering services related to permits, inspections, compliance or enforcement

KNOWLEDGE


  • General knowledge of the planning approval and building permit processes, including applications, inspections and enforcement processes associated with the Planning Act and Ontario Building Code Act.
  • Knowledge of the City of Ottawa organizational structure and how provincial and federal agencies relate to branch activities.
  • Working knowledge in utilizing corporate software and enterprise applications such as MAP, E-portal, V-Tax System, SAP, MS Word, Excel, PowerPoint, Outlook, intranet/internet, microfilm/microfiche etc.
  • Knowledge and understanding of rural requirements, including septic and well requirements, municipal drain setbacks and tile drainage loans.
  • Knowledge of e-commerce and how the city web portal links to various applications.
  • Thorough knowledge of Corporate/Branch Cash Handling policies and procedures.
  • Demonstrated knowledge of records management systems, both manual and electronic, e.g. EIRMS, BIMS, etc.
  • Working knowledge of the following legislations, regulations and legal documents and their inter-relationships: Ontario Building Code Act and regulations (Ontario Building Code), MFIPPA, Copyright Act, Planning Act, including Committee of Adjustment and OMB decisions, Demolition Control By-law, Site Plan Control By-law and Zoning By-law; Building By-law, Pool Enclosure By-law, Permanent Signs on Private Property By-law, Development Charges By-law, Compliance Reports By-law, Municipal Addressing By-law and Schedule 26 of the Licensing By-law 2002-189.
  • General knowledge of other development related by-laws including Property Standards By-law, Tree Protection By-law, Tree Conservation \xe2\x80\x93 Urban By-law and Private Approach By-law.
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

WHAT YOU NEED TO KNOW
  • Language Requirement: English oral, reading, writing; Designated Bilingual \xe2\x80\x93 specific level of language proficiency: French: oral, reading, writing English: oral, reading, writing Candidates who do not meet language requirements will be required to participate in training.
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check with the Police Services detachment in their jurisdiction to the City of Ottawa\xe2\x80\x99s satisfaction.; Police record checks completed by a third-party company will not be accepted.
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
