Applicants are encouraged to self-identify on their electronic application.Under the direction of the Supervisor, Building Standards, the Building Standards Coordinator will act as Registrar for the Rental Registry implemented under the R-400 By-law. As registrar, they will be responsible for identifying trends and compiling risk assessments for rental buildings that will require inspection. This position will also be responsible for the modernization and maintenance of other Building Standard\'s filing systems and digital material (forms, spreadsheets) and the analysis and comparison of multiple complex datasets.DUTIES AND RESPONSIBILITIES:

  • Acts as Registrar for the Rental Registry
  • Acts as the subject matter expert of R400 Rental Registry Bylaw
  • Conducts hazard and risk assessments of rental building inventory
  • Identifies buildings that require inspection based on hazard and risk assessment factors.
  • Creates, maintains and improves analysis methods for identifying unsafe or unhealthy occupied buildings.
  • Conducts reviews of rental registration applications to ensure completeness and acceptability.
  • Identifies general rental building noncompliance regarding fire protection, occupant safety and accessibility codes.
  • Schedules buildings for inspection based on pre-determined criteria.
  • Schedules appointments with building owners and assigns appropriate staff to attend.
  • Maintains accurate and up to date records on R-400 By-law compliance.
  • Monitors inspection data and alerts appropriate staff of trends.
  • Manages requests from clients and staff as necessary.
  • Reviews, verifies and updates rental registration records as needed.
  • Manages active rental registry prosecution case files sent to HRM solicitors, coordinates court dates and staff availability.
  • Reviews and coordinates rental registry case files in preparation for Remedy Process including the gathering of evidence, notes, contractor estimates, internal forms, etc.
  • Coordinates actions or inspections for expired permit files
  • Investigates and responds to Rental Registry FOIPOP requests for information
  • Works independently to collate and analyze building stock and educates rental property owners on R-400 By-law requirements.
  • Coordinates with other divisions, property owners, the public and other government agencies through the R-400 By-law application process and responds to questions and inquiries related to these applications or the By-law
  • Maintains the database and coordinates enforcement for fire protection device testing records and property maintenance plans.
  • Produces and distributes accurate reports for others by collecting data from a variety of standard HRM reporting software (e.g. Posse/Crystal/FDM/BI/GIS) on established frequency.
  • Queries datasets out of multiple computer systems and joins data together to improve data quality, eliminate errors, and create ad hoc reports for future planning needs.
QUALIFICATIONS
Education and Experience:
  • Grade 12 or equivalent
  • Two (2) year diploma in Business Administration, Law or Paralegal, or related program
  • Minimum of two (2) years\' related work experience
  • Successful completion of Nova Scotia Building Official training courses: Nova Scotia Legal, Communications, Part 9 The House, Barrier Free, and Part 9 Small Buildings is considered an asset
  • Experience in legal administration or law enforcement environment is an asset.
Technical / Job Specific Knowledge and Abilities:
  • Proficiency in the use of computer software (Microsoft Office Suite: Word, Excel, PowerPoint, Outlook, Visio, OneNote, Microsoft Teams, Adobe Acrobat DC) including understanding of fields, file sizes, filters, data validation, consolidation, arrays, logic and lookup functions, pivot tables, image resolution, form creation, linking, bookmarks, text recognition, etc.
  • Basic knowledge of the application of the Canadian Building and Fire Codes to new and existing buildings and occupancies.
  • Knowledge of the Halifax Regional Municipality Charter, the Nova Scotia Building Code Act and Regulations, Nova Scotia Fire Safety Act, would be considered an asset.
  • Basic knowledge of the application of the Canadian Building and Fire Codes to new and existing buildings and occupancies.
