Closing Date: August 2, 2024PositionThe Budget & Contracts Specialist will facilitate research at UHN by reviewing, negotiating and drafting unencumbered research funding agreements with third parties such as national and international government funding agencies, charities, private foundations and with research institutions including hospitals and universities. Such agreements are required to ensure compliance with applicable laws and regulations, national and international standards and UHN policies and to mitigate risk to UHN. The Budget & Contract Specialist will work closely with the Grant Officers/Specialist and Research Agreement Specialists and support the translation of grant budgets into inter-institutional agreements. Additionally, the incumbent will act as a resource to provide funder/agency budget and related policy requirements advice to other RSS departments.DutiesWorking closely with the Agreements Specialists the successful candidate will:

  • Negotiate, prepare and finalize unencumbered grant funding agreements from the primary sponsor (bench to bedside) and collaborating sites (non-clinical studies).
  • Where required, support Grant Officer/Specialists to understand and interpret deemed terms and conditions on grant submissions.
  • Support researchers, teams and other internal stakeholders in understanding complex budgets, including in/eligible expense categories and matched funding requirements, and in flowing applicable requirements to sub grantees in accordance with UHN and funder policies.
  • Support other RSS Teams, where required, to interpret and understand funder policies and budgetary requirements and restrictions as pertains to agreements negotiated outside of the Research Grants team.
  • Support from the Agreements Specialists and Senior Manager, determine any special considerations for sensitive data such as PHI and the involvement of encumbered intellectual property.

Qualifications
  • Masters degree in a health or science-related or business discipline
  • Minimum over one (1) year of practical and related experience
  • Experience working in the healthcare industry and/or university research service team a definite asset
  • Familiarity with Tri Agency and NIH processes a definite asset
  • Experience with finance/accounting and budgets preferred
  • Excellent interpersonal and customer service skills; in particular, the successful candidate will demonstrate a high level of composure with the ability to employ sensitivity, patience, discretion, tact and good judgment when dealing with patients, their families, visitors researchers and staff members
  • Proven ability to work under pressure and maintain strict confidentiality
  • Proficiency with Microsoft Office (Work, Excel, PowerPoint, Access and Outlook)
  • Excellent project management skills and ability to demonstrate innovative thinking and a willingness to work on all aspects of a project
  • Exceptional communication skills (written and verbal) with demonstrated attention to detail
  • Effective group presentation and stakeholder engagement abilities
  • Excellent organizational and time management skills with the ability to respond to multiple demands, prioritize work activities and manage expectations of key stakeholders
  • Strong proficiency with MS Office/O365, e.g. Word, Excel, Outlook, MS Teams, and Adobe Acrobat
  • Ability to operate effectively within a multidisciplinary healthcare environment
  • Experience with contract and file management and/or setting up a file management system an asset
  • Ability to take initiative and to work independently and as a team member
  • Ability to identify legal issues, research and analyze complicated solution and develop and recommend practical and informed solutions in an effective and efficient manner
