Overall Purpose

Reporting to the Manager, Budget, Revenue and Financial Reporting, the Budget Analyst will:
Assist in the development and monitoring of the annual budget of the TDSB;
Work closely with Executive Officers and Budget holders, ensure the budget reflects the operational plans for the year;
Monitor the budgets throughout the year, assessing variances;
Contribute to the development of the annual and multi-year budgets of the TDSB;
Assist in ensuring the integrity of the departmental budgeting and expenditures processes through the conduct of investigative activities as required; and
Participate when necessary with other issues within the scope of the Department.Assist in the development and monitoring of the annual budget of the TDSB;
Summary of Duties
---------------------
Work with departments to assist in the development of the annual budget of departments and special initiatives within the board;
Provide analysis of expenditure (discretionary & non-discretionary) and revenue (grant, property tax and other) items;
Monitor budgets for variances, surpluses/deficits and potential issues;
Assist in the preparation of annual or multi-period expenditure and revenue forecasts that support operational plans of the board;
Assist in the preparation and analysis of interim progress (e.g. quarterly) reports to Trustees on the status of the budget;
Provide periodic budget reports and presentations to departments budget holders and senior management;
Provide ongoing guidance and assistance to budget holders to understand their budget reports and the board's budgeting process;
Prepare journal entries and budget transfers/postings;
Reconcile GL accounts, cost-centres and prepare working papers;
Investigate financial transactions to ensure account and cost centre postings are as expected;
Recommend and make corrections where necessary and work with the Accounting, Employee Services or other departments to strengthen business processes and practices;
Provide assistance and support to departments on how to access financial information from the board's financial information system;
Assist in the development of budget and financial reports for the board, Trustees and stakeholders;
Assist in the preparation of budget and financial submissions to the Ministry of Education;
Prepare reports, data or schedules on the use of grants;
Participate on special projects of a financial or budget issue that may require numerical and budget analysis; research; data collection; investigation; report preparation and the identification of options/recommendations;
Assist in preparing analysis on financial related issues affecting the board;
Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services; and
Other duties as assigned.
Qualifications
------------------
University degree in related field (e.g. Commerce, Finance or Business Administration), with three years of progressively responsible related experience or an equivalent combination of education and experience;
Extensive experience of budgeting practices and processes;
Experience in data analysis and assessing expenditure variances;
Experience in recognizing and investigating anomalies in financial records;
Understanding of budget development issues and how school boards operate both centrally and at the school level;
Proficient computer skills including databases, spreadsheets, financial management systems, employee information systems;
Ability to provide excellent customer service;
Strong written, oral and interpersonal communications skills including report writing and presentation skills;
Good time management skills and ability to multitask and prioritize;
Knowledge and understanding of related TDSB policies, procedures, Ministry Funding Regulations;
Demonstrated ability to handle matters requiring diplomacy, sensitivity and confidentiality;
Ability to exercise sound judgment in a variety of situations including advising on expenditures, budget planning and data interpretation; and
Proven ability in promoting equitable practices which value inclusiveness and diversity.
