The Office of the Fire Commissioner is a dynamic work environment that provides front line supports and services to over 130 municipalities, several local authorities, and over 240 fire departments. With locations in Winnipeg, Brandon, and Thompson, the branch builds local level emergency response capacity, provides community support services, and performs emergency response in support of the Manitoba Fire Service, Manitoba Government and Government of Canada. The branch also operates the Manitoba Emergency Services College, a vocational college specializing in diploma and continued education programming for emergency services professionals across Canada.

Qualifications:


Essential:


Post-secondary in Public Administration, Emergency Management or a related field or, a combination of equivalent education and experience in public administration and program management Experience in project management and research skills related to multi-stakeholder projects Experience in policy analysis, strategic planning, and program development Experience researching, developing, evaluating, and recommending strategies and policies on cross-divisional and cross-departmental matters for various stakeholder groups Excellent analytical and decision-making skills with the ability to lead and coordinate with others to develop policy Strong organizational skills demonstrating the ability to multi-task and adapt to ever-changing priorities Excellent interpersonal skills with the ability to maintain working relationships and interact effectively with senior government officials, colleagues, various stakeholder groups, and the public using tact and diplomacy Strong verbal communication skills with the ability to communicate effectively with the public and government officials at all levels Excellent written communication skills required to manage departmental communications including media responses and news releases Excellent verbal communication skills in French Excellent written communication skills in French

Duties:


The Senior Policy Analyst is a senior advisor to the Fire Commissioner who researches, leads and implements projects and initiatives of strategic importance. The incumbent will lead cross-departmental/divisional or intergovernmental efforts that shape fire protection including legislative enhancements, grant programming, education modernization and accreditation. This role will coordinate and lead complex projects in collaboration with diverse stakeholders and is critical to supporting and sustaining program services delivery, informing broader policy initiatives, and maintaining fire code regulation. The incumbent will prepare various materials such as advisory notes, speaking notes, correspondence, Treasury Board and Cabinet Submissions, and other reports and briefing materials.
