Maplesoft Group is currently seeking a Bilingual IT Project Manager (Infrastructure) for our client.

Job Summary:


Our client is seeking a highly capable Bilingual Senior IT Project & Program Manager to lead a strategic transformation initiative focused on reducing technical debt and transitioning from outsourced to insourced IT operations. This role is pivotal in driving modernization across infrastructure platforms, optimizing delivery models, and ensuring alignment with enterprise goals.



The ideal candidate will bring a unique blend of project leadership, technical acumen, and transformation experience--with the ability to challenge technical decisions, guide execution, and manage a complex portfolio of interdependent initiatives. This is a hands-on leadership role with direct accountability for planning, coordinating, and delivering high-impact projects across infrastructure and operations.



Key Responsibilities:



Transformation Program Leadership

Own and manage the transformation project portfolio, including planning, execution, control, and delivery of all related initiatives. Lead the transition from outsourced to insourced service models, ensuring continuity, capability development, and operational readiness. Drive initiatives to reduce technical debt across infrastructure platforms and services.



Project & Program Management

Oversee the full lifecycle of projects: scope definition, resource planning, scheduling, risk management, budget control, and stakeholder communication. Ensure alignment with strategic priorities, business outcomes, and operational excellence. Establish and maintain governance frameworks, reporting structures, and performance metrics.



Technical Oversight & Challenge Function

Act as a technical sounding board for infrastructure and operations teams, challenging decisions and validating solution designs. Understand and evaluate technologies such as Azure, VMware, Windows/Linux servers, Microsoft 365, MSSQL, IP telephony, and DevOps toolchains. Translate business needs into actionable technical strategies and execution plans.



Stakeholder Engagement & Change Management

Collaborate with IT leadership, enterprise architecture, cybersecurity, and business units to ensure cohesive planning and execution. Facilitate cross-functional workshops, steering committees, and executive updates. Support change management efforts to ensure adoption, training, and sustainability of new models.



Strategic Planning & Portfolio Optimization

Contribute to the development of transformation roadmaps and sequencing of initiatives. Identify interdependencies, risks, and opportunities for acceleration or optimization. Ensure projects are delivered on time, within scope, and aligned with budgetary constraints.




EXPERTISE:


Possesses advanced expertise in IT infrastructure architecture, with a strong track record in optimizing hybrid environments that span on-premises solutions and cloud platforms. Deep understanding of Microsoft 365 E5 capabilities and enterprise platform integration is complemented by hands-on experience in infrastructure automation, monitoring, and lifecycle management. Well-versed in Zero Trust principles, identity and access management (IAM), and cloud security frameworks, ensuring robust and secure system designs. Solid grasp of OSFI Guideline B-13, recognizing its critical role in shaping technology governance, cyber risk management, and operational resilience within federally regulated financial institutions.
