Job Description

JOB PURPOSE:

The Band Designate / Advocate role is intended to ensure that maskekosak children, youth, and families are connected and supported to their family, community, and culture, when in the care or receiving supports by provincial and/or agency services. Band Designates / Advocate will play a key role in case planning, service delivery, connection, teaching, advising, and advocating for support services on behalf of the Nation's Band Designate / Advocate Program. By working together, we will be able to provide more meaningful and effective culturally anchored services that will increase our capacity to ensure the safety, connection, and overall well-being of maskekosak children, youth, and families of the Nation.

The Band Designate / Advocate will advocate and support to ensure that children, youth, parents and extended family have a voice in concurrent and permanency planning, identify placement options, culture supports, relationship connections, and community resources. Responsibilities involve exposure to sensitive information and require considerable use of facts, diplomacy, discretion and judgement.

The Band Designate / Advocate shall act as a liaison and resource to Child & Family Services, Delegated First Nation Agencies and other First Nation Band Designates to:

oProvide information and facilitate mutual understanding about working together arrangements and community protocols.

oSupport the casework process and preservation of the child's culture that is reflective of the child's heritage, family andcultural traditions,

oWork in partnership with CFS, DFNA staff, caregivers, children and youth to plan, coordinate and ensure the participation ofchildren in care in community and cultural connections, activities and events.

oSupport potential opportunities for involvement in the community; work within the community to encourage familyconnections with children and to create opportunities for children to be in community for events, ceremonies, feasts andfamily celebrations.

oPromote and support placements within the community and available community resources. The Jr. Band Designate willwork collaboratively with CS staff to ensure children are supported in foster placements and that cultural plans are adheredto.

oWill hold and maintain a caseload, that is assigned by the Band Designate /Advocate Supervisor, on children, youth, andfamilies that are in care and being case managed off-reserve by CFS and DFNAs. These files will include at minimum,genograms, legal authority documentation, and current ongoing assessments (OA'S), concurrent plans, cultural plans andupdated pictures. Other information that would assist the Band Designate / Advocate in their work supporting the child andfamily will also be provided by Children & Family Services and maintained within the file.

oWill work in a culturally strength-based approach with children, youth, and families that are receiving services from CFS andDFNAs; through a trauma informed and solution focused lens.

oWork in collaboration with CFS and DFNA staff in developing and monitoring case plans (including cultural, concurrent andpermanency plans) for Enoch Cree Nation children in care.

oWill conduct face-to-face contacts visits at a minimum of once a month but may increase as identified by the child, youth,and family. The Band Designate / Advocate shall establish meaningful relationships and connections with Nation memberreceiving services. The purpose is to respect the voice and viewpoint of the child's expressed wishes within a private,confidential and safe environment.

oWill partake as a team member during the 3-month band consult with the Nation main Band Designate.

oBe involved in initial and ongoing case management decision making as a collateral resource for nation members assigned totheir caseloads.

oParticipate in mandatory case conferencing as per the casework practice model and maintain involvement in case planning;family/stakeholder meetings, family group conferences, permanency planning and other meetings focused on collaborativedecision making for case planning.

oAttend court proceedings to provide advocacy and support to children, youth and families.

oThe CFS and DFNA staff and the Band Designate / Advocate will work in collaboration with the family to ensure the processfor obtaining status/membership is initiated and completed as it is collective and inherent right of a First Nations child to beFirst Nation.

oPromote, educate, and provide contact information to Child & Family Services staff, children and families about the Benefitsand Rights of Treaty People.

EDUCATION, EXPERIENCE AND REQUIREMENTS:

oExperience in working with Children, Youth, and Family Support is an asset; as well as knowledge and experience of ProvincialLegislation, CFS systems as well as Bill C-92 Act.

oKnowledge in community resources and working within a holistic strength-based, trauma informed approach with children,youth, and families.

oMust be able to maintain a very high degree of confidentiality.

oMust possess excellent organizational, time management skills,

oMust maintain professionalism, be respectful and dependable.

oEnsure a working relationship with internal and external supervisors, co-workers and clientele.

oWork independently or as a part of a team.

oEmployees in this field must be able to adapt to change and be innovative with current practices and skills.

oWilling to work flexible hours and travel with minimal notice.

oMust have their own transportation and a valid driver's license.

omaskekosak ancestry and ability to speak Cree will be considered an asset.

oSocial Work Diploma or Degree or in a related field is recommend.

oTwo years' experience within the human and social services field.

oA minimum one to two (1-2) years of related experience including knowledge of

ocommunity resources and family intervention

oAssist (Applied Suicide Intervention Skills Training), Mental Health First Aid, First Aid and CPR will be required

oCriminal Record with vulnerable sector check and Intervention Record Check (Children & Family Services) will be required.

oOngoing training and skills development will be required.

WORKING CONDITIONS: Required to work full-time: 40 hours per week. 8:30 A.M. to 4:30 P.M. Monday to Friday at the MNN Society building, while adhering to the Enoch Cree Nation Human Resources Policy & Procedure Manual. Will be required to work on call, respond to crisis, some evenings and weekends when required or as crisis arises. May be required to work occasional evenings and weekends (flex time).
