Job Summary
Apply your experience in Indigenous relations in a key leadership role

The Cannabis Secretariat leads and coordinates the development, refinement and implementation of provincial non-medical cannabis policy, undertakes data monitoring and performance tracking, engages in public education and awareness, and conducts broader engagement with key partners on policy initiatives that aim to increase the legal cannabis industry\xe2\x80\x99s competitiveness and support Indigenous participation.

The Director is a member of the Cannabis Secretariat leadership team and is responsible for all matters related to Indigenous peoples\xe2\x80\x99 rights and interests concerning cannabis. This includes:

  • Building and maintaining relationships with First Nations and Indigenous leadership organizations,
  • Delivering on the ministry\xe2\x80\x99s Declaration Act Action Plan commitment (4.47) to advance a collaborative approach to cannabis-related governance and jurisdiction between First Nations and the Province,
  • Negotiating and coordinating the implementation of government-to-government agreements under section 119 of the Cannabis Control and Licensing Act, and
  • Overseeing the delivery of a multi-year Indigenous Cannabis Business Fund with Canada and Indigenous partners.


Job Requirements:
  • Relevant degree or diploma, and a minimum of three (3) years of *related experience. An equivalent combination of education/experience may be considered.
  • Related experience must include:
    • Working directly with First Nations and Indigenous leadership organizations on substantive issues, including the negotiation of government-to-government agreements; and/or implementation of substantive and significant reconciliation measures within the context of UNDRIP and the Declaration Act.
    • Experience leading the design, development and implementation of legislation and policy.
  • Experience managing multi-disciplinary staff.
  • Experience balancing conflicting values and negotiating/mediating solutions.
  • Experience building long lasting, effective relationships with peer groups, teams, First Nations, other levels of government and external stakeholders.


Preference may be given to applicants with any of the following (applicants who screen in on the essential criteria may be further screened on any of the following preferred education and/or experience):
  • Applicants who self-identify as First Nations, M\xc3\xa9tis or Inuit with the required combination of education and experience.

About this Position:
Flexible work options are available; this position may be able to work up to 3 days at home per week subject to an approved telework agreement.
This is a temporary opportunity until 11/30/2025. A permanent appointment may result from this temporary appointment.
An eligibility list may be established to fill future temporary and permanent vacancies.
Employees of the BC Public Service must be located in BC at the time of employment.
