Job Description



Result of Service The Aviation Cybersecurity and Aviation Security Coordination Consultant will directly support the development of ICAO\xe2\x80\x99s work in aviation cybersecurity by supporting the establishment of the third and final body of the new ICAO governance structure for aviation cybersecurity.

In addition, the Consultant will help develop a tool to ensure the centralization and availability of knowledge on the interpretation of ICAO aviation security provisions for the use of all experts in ASF.

Finally, the Consultant will support cross-cutting on-going projects pertaining to aviation security, safety and air navigation. Work Location Montreal, Canada and/or working remotely Expected duration 11 months Duties and Responsibilities
THE ORGANIZATIONAL SETTING

This consultancy is situated in Aviation Security and Facilitation (ASF) within the ICAO Air Transport Bureau (ATB).

ASF carries out activities under the ICAO Strategic Objective Security and Facilitation and is responsible for the development and maintenance of Standards and Recommended Practices (SARPs) of Annex 17 \xe2\x80\x93 Aviation Security and Annex 9 \xe2\x80\x93 Facilitation, and associated plans, guidance and training material, for providing advice and assistance to States on their implementation and for managing the ICAO Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA) which is aimed at ensuring the effective implementation by States of security related Standards of these Annexes.

ASF provides support to ICAO governing bodies: Assembly Executive Committee, Council, Aviation Security Committee, Air Transport Committee, Air Navigation Commission, Ad-Hoc Coordination Committee on Cybersecurity and other internal and external entities and their working groups, including the International Explosive Technical Commission, the Aviation Security Panel, the Cybersecurity Panel and the Facilitation Panel.

ASF establishes and manages the relations and formal agreements with other UN Agencies and international and regional organizations in the fields of aviation security, border management and security, aviation cybersecurity, counter terrorism and transnational criminality. It participates to the UN Global Counter Terrorism Compact and its working groups, supports the implementation of relevant UN Security Council Resolutions and prepares the ICAO Secretary General reports to the UN Security Council Counter Terrorism Committee.

The incumbent reports to the Deputy Director, Aviation Security and Facilitation, with whom s/he consults on complex issues, and will collaborate with relevant sections and officers, as required, in order to undertake the responsibilities of the position.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results)

Assists the Secretary of the Ad-Hoc Cybersecurity Coordination Committee (AHCCC), achieving results such as:

  • Support the coordination with the relevant ICAO Council Committees and the Air Navigation Commission to identify the relevant expert groups that will contribute to the work of the AHCCC.
  • Support the establishment of the AHCCC and the development of its Rules of Procedure.
  • Effective planning and organization of the work programmes of the AHCCC.
  • Timely development of documentation and Secretariat papers for the meetings of the AHCCC.
  • Timely production of meeting reports and timely dissemination and presentation of outcomes to the relevant bodies of ICAO.

Function 2 (incl. Expected results)

Provides advice relating to the development and implementation of Safety, Air Navigation and AVSEC cross-cutting projects under the responsibility of Aviation Security and Facilitation, contributing to results such as:

  • Timely finalization of the revision of ICAO guidance on Risk assessment for civil aviation operations over or near conflict zones (Doc 10084) as well as supporting follow-up activities.
  • Identification of the role and contribution of ASF to ongoing ICAO\xe2\x80\x99s work on Integrated Risk Management (IRM projects).
  • Ensuring AVSEC levels of protection are maintained and that aviation overlapping safety-security regulations in the realm of air cargo are aligned, do not contradict each other and do not generate duplication of work.

Function 3 (incl. Expected results)

Supports the development of a library of ICAO Annex 17 \xe2\x80\x93 Aviation Security Standards and Recommended Practices (SARPs), achieving results such as:

  • Documenting the intended security outcomes of Annex 17 SARPs;
  • Developing outlines of a system to document the creation and evolution of each SARP.
  • Clarifying the process to document and maintain such a library.

Performs other related duties, as assigned. Qualifications/special skills
Education

  • A first-level university degree in a field related to law, aviation, security, information security or other relevant discipline, is required.

Professional experience and knowledge

  • A minimum of ten (10) years of professional experience in a civil aviation administration or regulatory body, international organization or aviation industry, with a minimum of 3 years in the legal service, is required.
  • Extensive knowledge of ICAO organization, governing bodies, their outcomes and activities, is required.
  • Thorough knowledge of the Convention on International Civil Aviation and its security-related SARPs, is required.
  • Knowledge in aviation cybersecurity and aviation security, is required.
  • Extensive experience in report writing, is desirable.
  • Demonstrated ability to manage multiple tasks simultaneously, is desirable.
Languages
Essential

  • Fluent reading, writing and speaking abilities in English.

Desirable

  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Additional Information The Consultant is expected to work in the ICAO office in Montreal and remotely based on requirements and in accordance with applicable guidelines and will submit regular reports in accordance with a schedule to be agreed as part of the contract. A competitive rate will be offered depending on the assignment and the qualifications required.
