Reporting to the Supervisor, Automated Speed Enforcement or the Supervisor, Red Light Camera - the Automated Enforcement Officer will organize and review records and evidence relating to automated speed and red light camera enforcement, issue Offence Notices and Certificates of Offence, issue certified statements and mail documents in compliance with City of Toronto applicable regulations and the Ontario Highway Traffic Act and Provincial Offences Act.

Major Responsibilities:
  • Conducts investigations of automated enforcement equipment records and photographic evidence associated with Automated Speed Enforcement and Red Light Camera operations, to ensure compliance with the Highway Traffic Act, Provincial Offences Act, City of Toronto standards and other applicable laws and regulations.
  • Investigates potential infractions of statutes, regulations and by-laws regulating the use of Automated Enforcement equipment to determine whether infractions have occurred, in accordance with legislated requirements.
  • Collects, reviews and documents photographic evidence, prepares certified statements, issues Offence Notices or Summons and prepares documentation for legal proceedings of Automated Enforcement offences.
  • Maintains and operates computerized equipment; and downloads, compiles and interprets all field monitoring data, while ensuring confidentiality related to the investigation process.
  • Interacts with the supervisory staff, court administration staff, police, solicitors, City and other government officials.
  • Files charges with designated court officials.
  • Attends Provincial court to give oral evidence, explain photographic evidence, or swear information before a Justice of the Peace.
  • Prepares correspondence and reports for Supervisor.
  • Attends training sessions and trains new Automated Enforcement Officers.
Key Qualifications:

Your application must describe your qualifications as they relate to: * Post-secondary education in Law Enforcement, or other discipline pertinent to the job function, or an equivalent combination of education and experience.
  • Experience in a municipal or other regulatory enforcement environment, interpreting and applying by-laws/regulations, conducting investigations and taking appropriate enforcement actions required to ensure compliance.
  • Experience interpreting and applying the Highway Traffic Act and/or Provincial Offences Act.
  • Experience utilizing MS Office software applications including Word and Excel.
  • Experience working with private and confidential information.
  • Possession of, and ability to maintain, a valid Ontario Class "G" Driver\'s Licence and access to a properly insured vehicle.
You must also have:
  • Ability to obtain and maintain a designation as a Provincial Offences Officer by the Province of Ontario, which requires a satisfactory Police Reference Check.
  • Excellent interpersonal skills when dealing with colleagues, court officials and staff in other service areas.
  • Ability to follow instructions and directions implicitly.
  • Ability to write in a clear, concise and legible manner.
  • Ability to work independently and be proactive while functioning within a large, robust team environment.
  • Ability to organize work, exercise initiative and work with minimal supervision.
  • Thorough knowledge and understanding of the Highway Traffic Act, Provincial Offences Act and other legislative requirements.
  • Ability to read and interpret related documents, e.g. court and legal documents.
  • Ability to present evidence in court proceedings as an Automated Enforcement Officer.
  • Ability to work rotating shifts (day, afternoon, overnight/night and possibly weekends).
  • Ability to lift objects (weighing up to 20 kg into vehicle).
